No. Neither.
The end has to come at some point. Even if that’s God’s plan for the world, it still leaves room for individual will, as far as I can see.
I don’t think that it’s much different than something like praying for healing. Everybody is going to die. At some point, God is just not going to answer that prayer for another healing.

I don’t see it that way. I see it that He always answers, but sometimes, His answer is “No.”
He is not a vending machine. He is a sovereign God.
