Can’t Bush just pre-pardon everyone before he leaves office?

Pre-pardon them for what? Imagined crimes? I say let them try it. The economy is is the crapper and they want to do a partisan witch hunt?
They won’t have Bush after January to hide behind. They have had control for two years in the house and senate and look at the mess they have made.
