Colin Powell would be great as education secretary, which is what he should have been under W.
If W was an actual conservative, he would have shuttered the Dept. of Education (and others) rather than feeding the beast with foolishness like NoKennedyLeftBehind.
No competent administrator, be it Powell or Jesus Christ himself, can be expected to be of any educational benefit whatsoever through such a fundamentally flawed bureaucracy.
