The 13th Amendment does not apply to Black Presidents. It's written in the penumbras.

The same way McCain-Feingold got past the pesky 1st Amendment ... ignore it.

13th Amendment? Not a problem. It’s _voluntary_, you see. You won’t get the benefits, and many doors will close to you, but you won’t be charged with any crime for not participating.

Just like you
- don’t have to file income tax forms (so long as you pay what they’ll decide you owe)
- don’t have to have a government ID (though you may be detained until they confirm who you are)
- don’t have to get a SSN (working & banking is voluntary)
- don’t need a driver’s license (just don’t drive)
and so on.

Your kid doesn’t have to participate in this voluntary public service program. S/he just won’t be allowed into any government-funded universities (some aren’t, ya know). And s/he won’t get any other government benefits either.

It’s voluntary, you see.
