Actually the gov casualty would have been higher because Koresh let them leave with their wounded and dead after the first battle. The feds ran out of ammo and were tactically surprised by the resistance. Today no anti fed leader will repeat this mistake, and will take no prisoners.
I remember a training exercise in the Army in which I was a member of an ambush team. Six of us attacked a two truck convoy on a forest road. The attack lasted less than thirty seconds and the attacked convoy didn't get off a shot.
The lesson is that defensive measures alone will not be sufficient to prevail.
