They did not have to buy it. It is on the GSA servers. I think there was a law passed some time ago which requires the existing POTUS to cooperate with the president-elect. However, it looks like they just cut and pasted their campaign website materials into the .gov website. I think they may have gotten some flak from the GSA for doing this. There should be real information on the change.gov website, not just rehashed campaign promises.

He didn't the GSA (general services administration) *GAVE* it to him. Just like they've given him offices. Of course the offices have common for the last several transitions, but a public relations propaganda site usually has to wait for the handover, and then it's called "whitehouse.gov".
