You are exactly correct. Obama himself said, that the “free” College he would give was not without obligation, that they would be required to serve in his “civilian” corps.

I expect an emergency tax increase to get it under way, also, rapid reduction of the military to channel those funds for that main purpose.

The only way I’m “volunteering” is if I get paid the equivalent of $40 an hour the college kids are gonna get...;)
