Well since other sources also speak of this “security force”, perhaps WND isn’t the only party guilty of “fomenting fear”.

I am a student of history, I heard Obama make this proposal out of his own mouth...I felt fear and trepidation based on precedents in history as well as based on observations of the human propensity towards evil.
Perhaps we should disparage history books because they foment “fear” too!

Look...Obama stated clearly what he plans, here is a video of him doing so. WND is just reporting what he said.

Each state already has a civilian defense force, its called the National Guard. Each city already has a police department. What does he need this group for? The creation of such a "Corps" is straight out of the CPUSA agenda. Obama hasn’t hid his fondness for Marxism, in fact he said in his memoir that he “was quite attracted to it".

Germany under Hitler during hard economic times set up a volunteer neighborhood/community "Civilian National Security Forces" to protect the Homeland. Once established, the civilian force became a political enforcement arm of the Nazi Government and was subsequently run by the Gestapo.

His choice as Chief of Staff is very disturbing. It has been said that Rahm Emanuel was so angry at the Clinton’s enemies that he stood up at a celebratory dinner with colleagues from the campaign, grabbed a steak knife and began rattling off a list of betrayers, shouting “Dead! … Dead! … Dead!” and plunging the knife into the table after every name. He once sent a rotting fish to a pollster who had angered him. In his book, "The Plan: Big Ideas for America", published in 2006, Emanuel sketches out his ideas on how to “fight against the spread of evil and totalitarianism.” and suggests “we must protect our homeland and civil liberties by creating a new domestic counter-terrorism force.” Rahm Emanuel is also an enthusiastic supporter of the United States Public Service Academy Act, a lobbying group founded in 2006 in order to promote the foundation of an American public service academy modeled on the military academies - a youth corps whose students would be trained in “civilian internship in the armed forces”. Sound reminiscent of Hitler Youth?

Sure, maybe some of WND's hype should be seen as such, but given the Communist background of Obama, we should never be complacent. As always, if we ignore the lessons of the past, we are doomed to repeat those same mistakes.
