Secular meaning it lasts a long time, and bear in the sense that over that time the market goes up, and comes down, and repeats that cycle but ends up about where it started. You can make money in a secular bear market by playing those swings, but if you're a long-term buy-and-holder, you're going to be devastated by the time value of money effect.
