It probably depends on the county. I suspect that at some point before the counting of the votes they are separated, so after that you would be right.

It could be a moot point now that the 6th Circuit has ordere the Ohio SoS to verify ALL registrations prior to the election. It seems ACORN got a little overzealous in their attempt to rig this election. I’m hoping a perp walk will be in store for the thugs in the not to distant future. Further, if a person doesn’t have the drive to register themselves and then get to the polls and vote, maybe they shouldn’t be voting.
