You can be born a US citizen overseas, but you may not meet the requirement(s) of being a natural born US citizen according to the law. Anne Dunham did not meet the law requirement that was in effect in 1961 for her son Barack to be considered a 'natural born citizen' because she was still considered a minor. Dunham had to live 10 continuous years inside the United States when her baby was born, and 5 of those years had to be over the age of 21.Do you have a citation for that being the law? I keep looking at the USC and the INA and can't find that language anywhere.
