Brief History

Compulsory registration of births and deaths dates back to 1904 and is was only applicable to Europeans.In 1989 it was extended to Asians and in 1963 to Africans in Nairobi and Nyeri.Registration was made compulsory in 1st September 1971.Between 1904 and 1989,the Civil Registration excercise was a section of in the Department of the Registrar General in the office of the Attorney General.The department of the Registrar General introduced the community based system of the registration as demonstration project in 1983 and continued in phases up to 1985.In 1985,the government adopted the new system of registration and has extended it over time to other districts.More than half of the districts are now under the community based system of registration.
In 1989 the government through a cabinet meeting decided to elevate the registration of births and deaths section in the Attorney Generals office to a fully pledged department in the Office of the President as a department of the civil registration.On July 1990,the department was established and registration services were fully decentralized. In February 2005 the department was again moved through a cabinet meeting to the Ministry of Immigration and Registration of Persons where it is currently
