The obvious solution is for the FEC to require every vote to produce an ID.

At this point I'm ready to demand a thumb print. They require it for Driver's Licenses and notarized documents, they should require it for voter registration.

But then the "Citizens without Thumbs" organization will take it to the 9th Circuit and it will be invalidated as discriminatory.
