Not only that, but tax surpluses generally mean that we were taxes *too much*!

I know! It infuriates me that they can [for example] budget $10 million, tax $6 million, spend $8 million, and claim that they saved $2 million dollars when any SANE person would be saying “Gaaa! I’m $2 million in debt!! Holy $h——!”
