No he can not. It’s a state, not a federal charge.
Remember when President Bush told Texas to delay executing some Mexican murderer, and they told him to stuff it? We still have a federal republic, at least for now.

Good point. I wasn’t aware of that, I thought the Pres could pardon ANYONE.
