Steve-b, that "waver" is, in fact, her voice. Many women have that characteristic. I think the Alaskan accent tends to accentuate it.

Do you hear Biden's "r"? Lots of his words have extra "r"'s in them. Just now said DICK LUGARRRR RRRREPUBLICAN. It's not a trill ~ just a heavy R.

Many of us put it in Warsh, Squarsh, and other similar words.
