Yes. Paulson..or whoever is Treasury Secretary..an appointed - not elected - position
I wouldn't call it dictatorial. He has the power to use discretion to make financial rules, and to spend up to 700 billion to purchase toxic paper from seller that he chooses to buy from. He'll be able to make and break financial concerns on his own discretion. His choices are reviewable only for "against the law" or "abuse of discretion," fairly toothless standards of legal review.
