I noticed that too. The tanks must be Russian owed. What is the Ukraine saying right now?

They may be Russian (read Soviet) built tanks, (although they could have been built in the Ukraine), but in any case the Ukraine has old Soviet military equipment. The tanks could be theirs and they're selling off inventory. Perhaps they want to upgrade to something more standard for a NATO country?

I don't know. I don't think I've read anything that lists the ownership of the tanks one way or another.
