The real culprit is the Congressional seniority system that allows a representative to make laws affecting the entire nation while being answerable only to his or her small district. So long as he or she manages to toss enough pork into the district, their re-election and rise in seniority is assured. And no one can really blame the voters who want powerful representatives. We need either term limits or abolishment of the seniority system to truly reform Congress.
Repeal the 17th Amendment, and you will have your wish. But that’s a thread for another day.
