She erected the "wall" to prevent the CIA from informing the FBI that Clinton was receiving large campaign contributions from the Chinese. Unfortunately, it also prevented them from sharing any information about the 9/11 terrorists.
I Imagine if the CIA had shared the information, the CIA and FBI personnel would be in jail right now.
