Exactly. Grand Jury convenes one day and people expect an indictment already?

I agree. This isn’t the only possible explanation (there may yet be an indictment released); but from what I have seen thus far, this is the most likely—the prosecutors didn’t want an indictment.

Similar to how the DC prosecutor, Ken Wainstein, squirmed out of having to prosecute Cynthia McKinney for striking a capitol police officer. (He was under tremendous pressure from the black caucus not to prosecute; and he was up for confirmation for another federal job at the time.) So he let the Grand Jury “fail to indict”. Not his problem, after that. . .
