This is a bad question. I actually agree with the statement, i.e., that this is the first thing Obama would do as president. So, had I answered the question as posed, the test would have scored that as agreeing with Obama's position, though in fact I oppose it.
Many surveys have similar problems with various "do you believe in" questions, e.g. "do you believe in partial-birth abortion". I believe that it exists, and is reprehensible. So in that sense I "believe in" it.
Another common difficulty is with questions that assume certain consequences for things, e.g. "Should we increase the deficit by cutting taxes". No, we should increase revenue by cutting taxes; to avoid increasing the deficit, we must stop the Democrats from using the increased revenue to justify increased spending.
