People living in shattered dwellings amid their biological waste with no sewer or garbage disposal is a third world health hazard. Add to that all of the nails, glass and other shattered construction materials laying around. No health services available to repair injuries if a weakened wall, floor, or roof collapses. No pharmacy to refill meds. No stores to restock supplies, etc.
I would offer that a fair number of the folks left there are in shock after what they have been through, and not quite able to make sound decisions.
