Heres a nutty idea rather than traditional sand bags, you could put water in plastic glad bags.Agreed.... a nutty idea..
The water would have the same density as the water being held back. The wall of waterbags would topple over unless reinforced by something behind it to counter the pressure and any momentum from wave action. Sandbags are still looking pretty good.
