Without repeating the details, which you can find in my other posts here, the phrase you are looking for is “necessary and proper.” Not just necessary. The proper way to do a number of the things that TR did (and PLENTY of other Presidents, so don’t think I’m singling him out) was to amend the constitution. Ain’t happened. It’s a problem and we’ve ended up with a Federal government that now controls (directly) 20% of our GDP and indirectly (via regulation) perhaps another 10% (and not including local and state governments). One thing to remember about TR, was that the media (at that time the big newspapers) were as much in the bag for the Republicans as today’s M$M is in the bag for the RATs. Indeed the Panama Canal was Teddy’s ditch, as a Columbian, whose property Panama was before the US supported a rebellion so as to get our hands on the land for the canal. If Mexico (or any other country) did the same to us, we’d still hate them to this day. As to CMH, it was awarded in 2001, 100 years after the events in the citation. Compared to what other recipients did to earn the medal he got it cheap.
