I’ve noticed many speakers - including Palin the other night, clapping from the lectern. It is very distracting (to me anyway) - I hope she gets a memo about it (I’m sure she has).
Medal of Honor, former POWs, Seals ....
I think it is customary to do so when you are speaking about another person and the audience claps for that other person.
