No, he is trying to have it both ways. In the sentence before he mentioned mothers being separated from their infant children. And the way to allow illegals to be on a even footing with American workers is to make them legal. Obama's speech is filled with such ambivalent messages so that the listener can impute whatever he wants into the statements. Obama still wants amnesty,
