Let me add: There's a second, competing theory [or an embellishment of the existing theory] which holds that technically invalid Hawaiian COLBs were, in that era, a known "back door" method for foreigners to weasel their way into United States citizenship, or to begin to build the "fake" paperwork background to create a United States identity which they could later assume [Social Security Number and all].
Which is to say: Some people are wondering whether in that era there was a cottage industry which consisted of applying for and receiving these technically invalid Hawaiian COLBs, and the Hawaiian authorities were either completely oblivious to it, or were in on the action and chose to look the other way.
Either way, though, Stanley Ann Dunham very likely committed a felony if she was involved in this manner.
