A BL4 lab is necessary
not just to prevent contamination
but also to maintain the purity of the culture.

(A BL4 lab prevents spores from escaping
it also prevents contaminants from entering.)

The Daschle anthrax
it seems univerally agreed
was of an exceptionally high purity
never obtained before.

This again rules out the use of a BL3.
(In fact it probably is the strongest reason for ruling out BL3)
