No. Because his dad was not American.
Even the Snopes anti-rumor site acknowledges that Obama's constitutional fitness to be president depends solely on his being born in the United States, because his mother -- not yet 19 at the time of his birth -- would not have had a sufficient number of years as an adult citizen, according to the laws prevailing at the time, to pass on "natural born citizenship" automatically.
I thought that at first, too, but the answer is no. There’s a legal technicality relating to the number of years BHO’s mother lived in the US, her age, etc., that would make him a non-citizen if not born on US soil.
His father was not American and his mother was not old enough to have a “natural born citizen” of her own right.
It may (MAY) turn out that where he was born is a non-issue in terms of satisfying the constitutional requirements.
However, if it is demonstrated that he has made fraudulent statements about the circumstances of his birth and his COLB, that will prove to be very damaging to any credibility he may have with the marginals who have been supporting him.
