So, who is going to file the lawsuit or petition? What court or State would be strategically best? What would happen if it is filed in one State, friendly to Obama, and the court there finds him Constitutionally qualified, thus setting a precedent for the rest of the States to build on?

There is a lot of talk on this, but has anyone taken any substantive action yet?
