Apparently he cannot because the Senate meets for a few minutes daily to keep him from making recess appointments.

This is called dirty politics and the press would be screaming if it was done by Repubs.

Sucks, yes, but them's the rules. Even Pelosi said in effect "you can get your vote if you actually pay attention to the rules".

The Constitution says he can call EITHER (or both) chambers into session at any time. The Senate being in session gives him leverage: "as the Senate is refusing to recess at this time, surely the House should not as well".

A vote CAN be called. If the entire Republican portion of the House shows up, the Senate is in session (officially), and the President calls the House back, there's not much Pelosi could do. There are other ways as well.
