The problem here is that the President can’t set the agenda. He can call them back but they don’t have to consider any legislation that he suggests.

But calling them in would put the spotlight on Pelosi's stonewalling, which is exactly what she is trying to avoid. Bush knows this, but acts like a castrati nowadays.

I’ve already said what will happen. The press will cover for her and claim that the oilman in the WH is trying to FORCE a vote on drilling that will enrich him and his friends. The Dems and press will devour him whole and we’ll lose in November. Let the grassroots effort swell and grow.
