Consistent with this provision, I have sent to the Federal Register the enclosed notice, stating that the emergency declared with respect to the terrorist attacks on the United States of September 11, 2001, is to continue in effect for an additional year.

Chairman Discusses Iraq, Afghanistan, Georgia

WASHINGTON, Aug. 28, 2008 – The chairman of the Joint Chiefs of Staff addressed the security situation in Iraq, the need for more U.S. troops in Afghanistan and the Georgia challenge during a Pentagon news conference today.
Navy Adm. Mike Mullen – fresh from a mid-ocean meeting aboard the USS Abraham Lincoln with the Pakistani army’s chief of staff and key U.S. military leaders – told reporters he expects to deliver his assessment on the situation in Iraq to Defense Secretary Robert M. Gates and President Bush soon.
The situation in Iraq has been complicated by the loss of 2,000 Georgian troops who were called home, and changes in the “Sons of Iraq” citizen security program, the chairman said, adding that he, acting U.S Central Command chief Army Lt. Gen. Martin E. Dempsey and Army Gen. David H. Petraeus, Multinational Force Iraq commander, are continually assessing the situation in Iraq with an eye to what follows.
The last of the U.S. surge brigades left Iraq in July, and American military leaders are examining the trends in the nation with an eye toward further troop reductions. Mullen said there is no specific date for any announcement.
“The situation does continue to evolve,” Mullen said. “Security trends continue to head in the right direction. Violence is down more than it’s been at any time in four-plus years. The political process continues.” Those factors will figure into the recommendation that he provides to Gates and the president, the admiral said.
Still, if Iraq continues to make security gains, “I would hope to be able to make recommendations for further troop reductions … when those conditions are met,” he said.
The chairman said there is a “very real, urgent requirement” for more troops in Afghanistan. The United States has committed to deploying three more brigades to the country when it becomes possible to do so. “As far as the specifics of when we would get that done or how we would get that done, we just haven’t arrived at that particular point,” Mullen said.
The United States sent Marines to NATO’s Regional Command South in Afghanistan in March. The 2nd Battalion, 7th Marine Regiment is training Afghan soldiers and police. The unit has “had an extraordinary impact there,” Mullen said. The 24th [Marine Expeditionary Unit has had “an extraordinary impact” in Afghanistan as well, he added.
The fight in Regional Command East is tough, and local commanders have asked for more troops. “We’ve got that request, and we’re looking for ways to answer that,” Mullen said.
In Georgia, U.S. policy is providing humanitarian assistance, Mullen said. “That’s where the need is right now, specifically on the military side. And so we’re working hard to provide as much of that as we can.”
Mullen said the potential exists for confrontation between the United States and Russia in the Black Sea. Both nations have ships operating in the waters off Georgia.
“Part of what I did in my engagement when this crisis started was in speaking with my counterpart, and I was very straightforward about the fact that we were going to bring the Georgian troops back from Iraq,” he said. “I did that to make sure he knew what we were doing and that that same kind of communication is going on.
“Again, these ships are there supporting humanitarian assistance missions,” he continued. “That’s what they’ve done and they will continue to do over time, based on what the need is. So the intent is to communicate.”

Statement
by the North Atlantic Council on the Russian recognition of South Ossetia and Abkhazia regions of Georgia
The North Atlantic Council condemns the decision of the Russian Federation to extend recognition to the South Ossetia and Abkhazia regions of Georgia and calls upon Russia to reverse its decision.
Russia’s decision violates the many UN Security Council resolutions it has endorsed regarding Georgia’s territorial integrity, and is inconsistent with the fundamental OSCE principles on which stability in Europe is based. Russia’s actions have called into question its commitment to peace and security in the Caucasus.
Georgia’s recovery, security and stability are important to the Alliance. NATO calls on Russia to respect Georgia’s territorial integrity and to fulfill its commitments under the six-principle agreement signed by President Saakashvili and President Medvedev1.

Navy Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, told Pentagon reporters today his meeting with Gen. Ashfaq Parvez Kayani, the Pakistani army’s chief of staff, was constructive and focused on the challenges posed by extremists in the federally administered tribal area and the North West Frontier in Pakistan. The Taliban and al-Qaida are using the areas to plan and train for attacks in Afghanistan.
“There is … a growing complexity and coordination among extremist groups there — an almost syndicate-like behavior — that has resulted in new and ever more sophisticated attacks on coalition forces,” Mullen said. He pointed to attacks against French forces near Kabul last week and against U.S. forces in the Wanat Valley near Afghanistan’s border with Pakistan last month.
“The safe havens in the border regions provide launching pads for these sorts of attacks, and they need to be shut down,” the admiral said.
Accompanying Mullen at the conference was Army Gen. David D. McKiernan, commander of NATO forces in Afghanistan; Army Lt. Gen. Martin E. Dempsey, acting U.S. Central Command chief; Army Gen. David H. Petraeus, the soon-to-be commander of U.S. Central Command who now commands Multinational Force Iraq; and Navy Adm. Eric T. Olson, commander of U.S. Special Operations Command.
Mullen said he came away from the long-planned meeting “very encouraged that the focus is where it needs to be and that the … military-to-military relationship we’re building with Pakistan is getting stronger every day.”
This was the fifth visit Mullen has made with Kayani since February, and was a chance to keep the lines of communication open between the two militaries.
“For me, more than anything, this was a chance to better understand a very complex challenge in a critical part of the world and to try to do that through the eyes of the leadership who live and work and fight there every single day,” Mullen said.
Kayani understands the threat extremists pose to his country, Mullen said. The U.S. and Pakistani leaders went over the specifics of the threat facing Pakistan and Afghanistan and what can be done about it. The meeting was important in “terms of learning as well as continuing to look at where … we can support and how we can understand each other better, with a … very clear need from the United States’ standpoint and from the Pakistani standpoint, that we have got to figure out a way to get at this problem,” the chairman said.
The Pakistani military faces a conventional military challenge from India and the extremist challenge. Kayani understands the situation, Mullen said, and is moving toward combating the extremist problem on the border with Afghanistan.
“I’m pleased that he’s moving in that direction and that he is, actually, operating,” Mullen said. “And again, we’re trying to figure out … how that fits into bringing pressure onto that border to work to minimize the cross-border operations from Pakistan into Afghanistan on the case of the insurgents. It’s just going to take some time.
Different areas of Pakistan’s border with Afghanistan pose different challenges, Mullen said, and long-term solutions must be in place to address the root causes of extremism.
“It continues to be an extraordinarily complex problem [in Pakistan],” the chairman said. “We need to continue to press on it. There are areas that we can do better. There are areas that the Pakistan military can do better. We understand that. It’s an area, I think, we can all improve on. But it is not going to be something that gets solved overnight.”
The United States will continue to work with Kayani and will continue to reach out to improve the military-to-military relationship.
“As I have come to know him … his goal … is to do the right thing by Pakistan,” Mullen said. “He’s an extraordinary individual, and his ultimate … principles and goals are to do what’s best for Pakistan. And everything he’s done in our engagement indicates that’s absolutely the case.”

Afghan, Coalition Forces Kill More Than 100 Enemy Fighters

WASHINGTON, Aug. 28, 2008 – Afghan and coalition forces killed more than 100 enemy fighters during combat operations in Afghanistan’s Helmand province over the last three days, military officials reported.
Afghan and coalition forces were conducting security patrols related to an ongoing operation in the province when they were attacked multiple times by insurgents using small-arms, rocket-propelled grenade and mortar fire, sparking numerous engagements, officials said.
The patrols returned fire and called in close-air support.
Elsewhere, two militants were detained and one was killed during a coalition forces operation to disrupt militant activities in Paktika province yesterday.
Coalition forces searched compounds in Gayan district, targeting an individual affiliated with anti-coalition militant leaders facilitating the movement of foreign fighters from Pakistan into Afghanistan. A militant was killed by small-arms fire when he attacked the coalition forces as they searched the compounds.

Coalition Forces in Iraq Detain Nine Suspects, Find IED

WASHINGTON, Aug. 28, 2008 – Coalition forces in Iraq detained nine suspected terrorists, including two alleged al-Qaida in Iraq leaders, and found an improvised explosive device during operations in Baghdad and the Hamrin Mountains region of Diyala province today, military officials reported.
A suspected terrorist leader who reportedly just returned to Iraq after trying to escape arrest during a trip to Syria was captured in Baghdad. The man is believed to be a regional al-Qaida in Iraq leader who orchestrates assassinations of Iraqis and allegedly moves foreign terrorists into Iraq to conduct attacks, officials said.
Information from a July 29 operation led coalition forces to Sadiyah, where they captured an alleged al-Qaida in Iraq leader suspected of directing attacks in the Hamrin Mountains region. Three additional suspects were detained in the operation.
Near Qara Tappa, coalition forces detained four suspects while targeting another al-Qaida leader who reportedly operates a kidnapping cell in the Hamrins and supplies terrorist cells with weapons and ammunition.
Early this morning, Mulinational Division Baghdad soldiers of the 4th Infantry Division’s Troop A, 7th Squadron, 10th Cavalry Regiment, 1st Brigade Combat Team, contacted a coalition explosives ordnance disposal team to diffuse a possible IED in a house in the Hadar community of southern Baghdad.
In operations yesterday:
— Coalition forces captured a suspected senior Iranian-backed “special groups” leader during an operation at Baghdad International Airport. Intelligence sources report that the captured man is part of the most senior social and operational circles of special groups. Most notably, he is believed to be responsible for the planning of the June 24 bombing of the Sadr City District Advisory Council meeting, where six Iraqis, two U.S. State Department employees and two U.S. servicemembers were killed. Ten other Iraqis were wounded in the blast. The man has been known to travel in and out of Iraq to neighboring nations including Iran and Lebanon, officials said. To maintain the safety and security of the passengers and patrons of the airport, coalition forces waited for the wanted man’s plane to land, and in cooperation with airport authorities, detained the man without incident.
— Members of the “Sons of Iraq” citizen security group reported finding two grenades, two grenade fuses, 19 blasting caps, 30 AK-47 assault rifle magazines and a pound of propellant in the Shurta community of southern Baghdad’s Rashid district. The Iraqis contacted soldiers of the 4th Infantry Division’s Company E, 1st Battalion, 22nd Infantry Regiment, 1st Brigade Combat Team, who took responsibility for the site.
— Multinational Division Baghdad soldiers captured a weapons cache in the Abu Tshir community of southern Baghdad’s Rashid district. Soldiers of the 4th Infantry Division’s Troop C, 7th Squadron, 10th Cavalry Regiment, 1st Brigade Combat Team, seized 10 60 mm mortar rounds, 10 mortar fuses and two 80 mm mortar rounds.
— Soldiers assigned to the 4th Infantry Division’s Troop B, 7th Squadron, 10th Cavalry Regiment, 1st Brigade Combat Team, discovered a pipe bomb, three bombs made from fire extinguishers and an undisclosed amount of homemade explosives in an abandoned house in the Abu Tshir community. The soldiers contacted a coalition forces explosives disposal unit, which confiscated the munitions. Upon further investigation, the soldiers also discovered a can rigged with detonation cord.

Al-Qaeda bombing facilitator killed (Baghdad)
BAGHDAD – Coalition forces killed a terrorist in Tikrit during a daytime operation Thursday targeting associates of al-Qaeda leaders in central Iraq.
Coalition forces targeted a facilitator involved with providing bomb triggers for several attack cells in the Tigris River Valley bombing network. As they attempted to apprehend the wanted terrorist, the man rushed toward the security element and grabbed one soldier’s rifle. Responding to the hostile threat, Coalition forces engaged and killed the man.

Belliraj: I Delivered Bin Laden’s Letters

Abdelkader Belliraj, the Moroccan suspected of being terror cell leader, has acknowledged holding talks with Osama bin Laden and his deputy Ayman Al-Zawahiri before 9/11 on a new strategy for operating sleeper cells.
He also said that he had met with an Al-Qaeda emissary in Europe and given him letters from bin Laden on structural change in Al-Qaeda and on the Salafi Group for Preaching and Combat (GSPC) joining Al-Qaeda.

THREE men arrested on August 14th 2008 at Manchester Airport and Accrington under the Terrorism Act 2000/6, have today Thursday 28 August 2008 been charged with terrorism offences.
Ishaq Kanmi, 22 years of Cromwell Street, Blackburn, charged with:
1) Soliciting Murder contrary to section 4 of the Offences Against the Person ACT 1861.
2) Belonging or professing to belong to a proscribed organisation (Al-Qaeda), contrary to Section 11 of the Terrorism Act 2000.
3) Inviting Support for a proscribed organisation, contrary to Section 12 of the Terrorism Act 2000.
4) Dissemination of terrorist publications, contrary to section 2(1) and 2(f) of the Terrorism Act 2006. * Jointly charged with Abbas Iqbal.
Abbas Iqbal, 23 years of Percival Street, Blackburn charged with:

Ilyas Iqbal, 21 years of Percival Street, Blackburn charged with:
1) Possession of an article in circumstances which give rise to a reasonable suspicion that his possession is for a purpose connected with the commission, preparation or instigation of an act of terrorism. Contrary to Section 57 of the Terrorism Act 2000. * Jointly charged with Abbas Iqbal.
2) Collecting or making a record of information likely to be useful to a person committing or preparing an act of terrorism, contrary to Section 58 of the Terrorism Act 2000.
Their arrests were the culmination of a counter-terrorism operation co-ordinated and led by Lancashire Constabulary, supported by officers from the Greater Manchester Police Counter Terrorism Unit.
All three men are due to appear at Westminster Magistrates Court on Friday the 29th of August 2008.
A fourth man, arrested on Tuesday morning (26 August 2008) in Blackburn and a fifth man arrested in Derby the same day, remains in custody.
Yesterday, Lancashire Constabulary and Greater Manchester Police CTU were granted an additional seven days to question them.
