“The Electoral College results are officially opened and presented for acceptance before a joint session of the House and Senate, after the new Members have been sworn in, but presided over by the outgoing Vice President. Remember when Al Gore, as the presiding Vice President, refused to accept motions presented that challenged the election of George Bush?
Dick Cheny will be in the chair when the results of this election are presented. Anyone could present a motion to reject the Electoral College votes for Obama on the grounds that he is ineligible to be elected President. If that Motion was accepted, Obama would be out as a possible President, then and there.

Accepted by whom. The Senate or the Vice President. I can't imagine that having a motion accepted by the chair would be enough to reject the verdict of the Electoral College. Motions have to be voted on. Otherwise each Senator, Congressman, and the Vice President would have a personal veto over the Electoral College.

If so then we've probably had our last popularly elected president. There will be at least one curmudgeon in every future Congress to do the deed.
