Is U.S. Bioterror Attack Just A Matter of Time?

The overriding question is whether the U.S. is “ready” for a bioterror attack. The answer could well rely on the “other” question of what bio-agent and what’s the source? In 1991, 40,000 Russian scientists dispersed throughout the World, with knowledge of what the U.S.S.R. was doing in chemical and biological weapons. The question is to whom did they sell their knowledge? Some believe former Soviet scientists sold technology to countries like Iran, Syria, and North Korea. Lurking is the spectre of al-Qaeda, a group that the Pentagon says continues to pursue biological weapons.

Another scenario is an outbreak of a pandemic. How would the U.S. deal with an infectious disease outbreak? The picture, despite reassurances, is not pretty. Until now, the U.S. has experienced two major biological attacks.

In 1984, the Bhagwan Shree Rajneesh and his followers attempted to take over the town of the Dalles, Oregon by contaminating salad bars in the town. In 2001, there was the as yet unsolved mystery of the anthrax letters that killed five people.

But the question of bioterrorism extends to potential threats against our food supply and our clean water resources. It also extends to the threat of outbreaks of diseases in our animals populations. Here, the concern are diseases that attack animals but that can jump to humans. These are referred to as zoonotic diseases. The World Health Organization defines zonnotic diseases as:

Fresh Threats to Jewish, Western Targets in India and Worldwide

(IsraelNN.com) Less than a week after the deadly terrorist assault in Mumbai, a Chabad House elsewhere in India received a threatening note from Muslim fundamentalists. Terrorism analysts have identified additional threats to Indian

According to a report on Israel TV’s Channel 1, the Chabad House in Pune, India, has received a letter threatening to “wipe out the Chabad House and the Jews and Israelis.... The CIA and Mossad will not be able to save you.”

Although hate mail sent to Jewish institutions is not unusual, the timing has led Israeli security services to recommend heightened alert levels and increased protective measures at the Pune outreach center. A representative of the Prime Minister’s Office has met with Chabad leaders to discuss the ongoing threat to Jews in the Indian subcontinent.

United Torah Judaism Knesset Member Yaakov Litzman and the Chief Rabbinate have both called upon the Foreign Ministry to provide security for Chabad Houses in the danger zones. In addition to the worldwide network of Chabad Houses providing religious and material assistance to the Jewish communities in their various locales, many of those centers in places like the Far East and South America serve as familiar way-stations for traveling Israeli youths.

The ongoing terrorist threat to India, however, is far broader than the Chabad Houses there, of course. Deccan Mujahideen - a terrorist front group that initially claimed responsibility for the Mumbai assault - sent email on Monday saying it is not finished yet and that is next target is Indian air travel. This is in line with jihadist communications, according to analysts from the Israel- and US-based Institute of Terrorism Research and Response (ITRR).

The jihadists are circulating three main messages among their supporters, say ITRR researchers: 1) the attacks were part of a larger tactic of striking upscale hotels worldwide, what they are calling the “Hotel War”; 2) more such attacks are on the way; and 3) the jihadists are not finished with India, which is in store for even more shocking terror assaults.

Meanwhile, a bomb blast in a train in the northeast Assam state on Tuesday morning killed at least two people and wounded 30. The attack was not believed to be connected to the Mumbai attacks or to the global jihad, as Assam has been facing a local insurgency unrelated to Islamist goals.

Muslim World Sending Ships to Give Hamas Control of Gaza Coast

(IsraelNN.com) Qatar and Turkey have joined Libya in an intensified attempt to break Israel sovereignty over the Gaza Coast. The Israeli government blocked the Libyan ship from landing at Gaza this week but refused to comment on further actions.

However, Palestinian Authority legislator Jamal al-Khodary said that the boat, reportedly loaded with 3,000 tons of food and medicine, will try again. “We are holding pressing contacts with Ahmed al-Tibi, an Arab member of the Israeli Knesset, the Libyan health minister Mohammed Rashed and the ship’s crew who are determined to go to Gaza,” he told the Chinese news agency Xinhua.

Further challenges to Israel have been launched by Qatar and Turkey, which also are sending ships in an attempt to continue in the tracks of the pro-Arab Free Gaza movement that landed at the Gaza Coast three times despite threats from Israel that they would be blocked and that the people onboard might be arrested.

A ship from Qatar with one ton of supplies will leave on Friday for Gaza as a symbolic gesture “to our brothers in Gaza,” said Abdallah al-Nimaa, vice president of the Qatar Charity Organization.

“We expect Israeli warships to bar the Qatari aid ship; however we are determined,” he asserted.

Foreign Ministry spokesman Yariv Ovadia said that no comment would be made on what action, if any, the IDF will take. He explained that the Free Gaza boats were allowed to dock at Gaza in order not to allow activists to exploit Israeli opposition and turn the event into a media circus.

As the Libyan boat approached Gaza, the Foreign Ministry said, “We will treat this boat differently than the earlier ones that were allowed into Gaza. Libya is a hostile state...and what guarantees do we have that the boat is not carrying weapons and explosives for Hamas?”

The Libyan boat is docked at El Arish, Egypt, and may time its next attempt to reach Gaza with the sailings from Qatar and Turkey. A conflicting report stated that officials are unloading the ship and will transport the supplies to Gaza by land through the Rafiah crossing, which is closed to regular commercial traffic.

Ovadia rejected Arab and pro-Arab activists’ claims that the Navy blockade is illegal. “Israeli sovereignty over the coastal waters [and the air] was part of the agreement with the Palestinian Authority,” he said. Israel agreed to surrender control if and when the PA could show it is stopping terror. Since the agreement, Hamas won control of the Gaza region in a militia war against the Fatah faction, headed by PA chairman Mahmoud Abbas.

Hizbullah Women March on Border, Shout ‘Death to Israel’

(IsraelNN.com) The women’s organization of the Lebanese Hizbullah terror group held a “protest march” along the Lebanese border with Israel Monday, according to Hizbullah news media quoted by The Blue Eye.

The women began their march at Kafr Kileh in southern Lebanon and reached the border passage between Israel and Lebanon, which is named the Fatma Gate. There the Hizbullah women began shouting “death to Israel” and to hurl epithets at leaders of the Arab and Western world for allowing the Israeli “siege” of Gaza.

The rioters accused the Arab world’s leaders of attempting to weaken what they termed the “resistance organizations in Gaza.” They said that only through violence can a victory over Israel be won.

The Lebanese Army provided heavy security for the march.

Women’s groups in Israel also have a tradition of being vocal and influential on matters like Lebanon. A women’s group called Four Mothers is credited with bringing about the Israeli pullout from southern Lebanon in 2000.

Italy arrests two jihadists planning attacks on Italian civilians
They met to plot jihad at the “Peace Cultural Centre.”

“Al Qaeda terror suspects nabbed,” from ANSA, December 2 (thanks to Insubria):

(ANSA) - Milan, December 2 - Milan anti-terrorist police on Tuesday arrested two
Moroccans suspected of belonging to al Qaeda who were planning attacks on targets in
northern Italy.
Police said Rachid Ilhami, 31, and Gafir Abdelkader, 42, had planned attacks on a
supermarket and a night club carpark in Seregno and two police stations in Giussano,
both towns in the northern province of Monza.

Wiretaps revealed the men had initially planned to use a van packed with explosives but
then decided on oxygen cylinders after Internet research.

Police said the men had revealed their links to al Qaeda during their conversations.

A total of ten people are under investigation as a result of the operation.

Police also seized the Peace Cultural Centre in the village of Macherio, where Ilhami
worked as a preacher.

According to investigators, small groups of fundamentalists met at the centre in the
evenings after the day’s official sermons were finished.

Todd Bensman, a Texas-based investigative journalist and TV reporter who now works for
the San Antonio Express-News, has long been known to federal agents as THE expert on
non-Mexican nationals and how they come into America, South of the border. His
excellent work has disproven the claim that few dangerous Muslims come over here
through Mexico. He’s reported ad nauseam on suspected and known terrorists here on
fake and real passports who’ve slipped in. A lot of the stuff you see or hear on cable news
or in national newspapers originated with Todd’s scoops.

Yesterday, Todd sent me his excellent work from March, documenting how Afghans
bought real Mexican passports in Mumbai. It’s important reading, especially given the
Pakistani Muslim terrorist attacks perpetrated there, last week.

Todd wrote me:

You have to wonder what Mumbai has sent US. My story, which didn’t get picked up and
was completely ignored, shows a route from there to Mexico and then the U.S., where real
Mexican passports were on sale to anyone in South Asia!

In a 30 minute video posted recently on Islamist
websites, the Somali jihad group Shabab Al-Mujahideen called on
Muslims living in the U.S. and Europe to come to Somalia and join
the jihad there. The video is in Arabic, Somali and
English.

Following are excerpts from the English
part (quoted verbatim):

“To those people still sitting at
home, relaxing, having good food, good sleep… what you see of
Chichan [i.e., Chechnya], Iraq and Afghanistan and such likes… too
much watching… with no action – it leads to nifaq [i.e., hypocrisy]…
Jihad becomes something of talk. But jihad is real. There is no way
you can tell the sweetness of jihad until you come to jihad... If
you don’t come to jihad, Allah… will ask you why you didn’t come to
jihad...

“How can you sit at home when our brothers
and sisters are being murdered in our land [Somalia]? How dare you
sit at home, looking at the TV, seeing people being killed, Muslims
getting killed?... Those who are in Europe and America: You
should…”

TAHIR ALI KHAN, Leader of Multimillion-Dollar Fraud and Stolen Car Ring Pleads Guilty,
Reported Dec 1st, 2008, KAHN ran the Luxury Stolen Car and ID theft ring out of Hoover
and Birmingham Alabama and Queens and Brooklyn New York.

All of the “Khan Ring” gang lived in the New York City Metro area. Birmingham Alabama
and New York City Muslim Mafia selling and transporting Luxury stolen vehicles to the
Middle East.

From October 2006 to August 2007, TAHIR ALI KHAN aka WAHED KHAN and the “Khan
Ring”, stole numerous luxury vehicles in the Queens and Brooklyn NY area, such as ‘Stretch
Hummers’, Cadillac Escalades, Porsche Cayenne’s, and H2 Hummers which were driven into
Manhattan via the Triboro Bridge to a garage where the license plates and Vin’s were
changed. The stolen cars were then driven to an International Shipping Company in New
Jersey and placed on Ro-Ro ships (see photo above) for shipment to the UK and Dubai, see
Indictment Part 2.

TAHIR ALI KHAN, 32, from Hoover AL, outside Birmingham AL, pleaded guilty on November
28th, 2008 to a four-count superseding Information charging him with conspiracy to
commit bank, wire and credit card fraud, and aggravated identity theft, crimes including
producing fake identification documents, using those documents to commit various fraud
crimes, and selling and transporting stolen vehicles.
The Birmingham News reported on its Web site, August 15, 2007, that 30-year-old Tahir
Ali Khan of Southlake is charged with all but one count of a 16-count indictment. The
indictment was unsealed today by federal and state authorities in New York. Khan was
taken into custody early this morning. Hoover police raided his Southlake home today and
seized evidence. Hoover Police Chief Nick Derzis declined to say what was taken from
Khan’s home.

TAHIR ALI KHAN, now 32, was the lead defendant in a 15 defendant, multi-count
Indictment unsealed on August 15, 2007, and is the tenth defendant to plead guilty.
According to the Indictment, the Superseding Information, other documents filed in the
case, and statements made in court in connection with ALI KHAN’s guilty plea:

ALI KHAN was the leader of a fraud ring (the “Khan Ring”) that produced false
identification documents purporting to have been issued by state and federal government
authorities, including driver’s licenses, resident alien cards, social security cards, and tax
identification documents. The false identification documents were produced in the names
of fraudulent identities, to which members of the Khan Ring referred to among themselves
as “chickens.” In order to build financial credit for these fake identities, the Khan ring
fraudulently established bank accounts, credit card accounts, apartment leases, and
telephone and utility accounts in the names of the “chickens.”
The Khan Ring also applied for and obtained lucrative bank loans, home mortgage loans,
increased credit card limits, lines of credit, and other financial benefits in the names of the
fraudulent identities or in the names of sham businesses supposedly operated by those
fraudulent identities.

The Khan Ring then defaulted on the loans and credit card debt, causing millions in losses
to numerous financial institutions, including the Bank of America. Current loss estimates
from the Khan Ring’s fraudulent activities exceed $20 million.

TAHIR ALI KHAN, SYED HASSAN, FRANKLIN RODRIGUEZ, AND BASHARAL JARRAL — are
charged with stolen vehicle offenses involving luxury cars such
as Hummers and a Porsche Cayenne.

TAHIR ALI KHAN is 32 years old, and resides in Alabama.
FAYYAZ AHMED is 40 years old, and is currently held at Riker’s Island, New York. ARIE
BENSHIMON is 35 years old and resides in Monsey, New York.
NAVEED ALI BHINDAR is 43 years old resides in Valley Stream, New York.
SYED HASSAN is 33 years old and resides in Staten Island, New York.
MUHAMMAD ISHAQ is 34 years old and resides in Brooklyn, New York.
BASHARAT JARRAL is 49 years old and resides in Elmhurst, New York.
NADEEM KHAN is 24 years old and resides in Brooklyn, New York.
GHULAM MEHMOOD is 40 years old and resides in Cartaret, New Jersey.
SHAHEEN MUKHTAR is 53 years old and resides in Voorhees, New Jersey.
QAISER QURESHI is 53 years old and resides in Queens, New York.
FRANKLIN RODRIGUEZ is 21 years old and resides in Brooklyn, New York.
SYED SHAH is 23 years old and resides in Brooklyn, New York.
OSCAR SANCHEZ is 37 years old and resides in Brooklyn, New York.
PRADIPT SHARMA is 31 years old and resides in Brooklyn, New York.

ALI KHAN is scheduled to be sentenced on February 10, 2009, at 4:30 p.m., before United
States District Judge LORRETTA A. PRESKA. ALI KHAN faces a statutory maximum sentence
of 14 years in prison, a maximum fine of $250,000 or twice the gain or loss from the
offense, and mandatory restitution to the victims of the offense. ALI KHAN, 32, has been
held in custody since his arrest on August 15, 2007.

In addition to ALI KHAN, nine other defendants have pleaded guilty:
1). OSCAR SANCHEZ pleaded guilty on November 13, 2008 to one count of bank fraud, and
is scheduled to be sentenced on February 10, 2009 at 4:00 p.m.
2). NAVEED ALI BHINDAR pleaded guilty on June 6, 2008 to one count of money
laundering, and is scheduled to be sentenced on December 22, 2008, 10:30 a.m.
3). FRANKLIN RODRIGUEZ pleaded guilty on July 1, 2008, to three counts of conspiracy – to
commit identification document fraud, bank fraud, and to transport and sell stolen
vehicles – and is scheduled to be sentenced on February 11, 2009 at 4:00 p.m.
4). NADEEM KHAN pleaded guilty on July 31, 2008, to one count of conspiracy to commit
identification document fraud, and was sentenced on November 24, 2008 to 46 months in
prison.
5). MUHAMMAD ISHAQ pleaded guilty on September 26, 2008 to three counts of
conspiracy – to commit identification document fraud, access device fraud, and bank fraud
– and is scheduled to be sentenced on March 26, 2009, at 4:00 p.m.
6). BASHARAT JARRAL pleaded guilty on September 29, 2008, to one count of storage and
sale of stolen vehicles, and is scheduled to be sentenced on January 6, 2009, at 4:00 p.m.
7). QAISER QURESHI pleaded guilty on October 27, 2008, to one count of conspiracy to
commit identification document fraud, and is scheduled to be sentenced on February 11,
2009, at 4:30 p.m.
8). SHAHEEN MUKHTAR pleaded guilty on November 5, 2008, to one count of conspiracy to
commit identification document fraud, and one count of wire fraud, and is scheduled to be
sentenced on February 11, 2009 at 3:00 p.m.
9). FAYYAZ AHMED pleaded guilty on November 12, 2008, to one count of access device
fraud, and is scheduled to be sentenced on February 17, 2009, at 10;00 a.m.
Criminal charges remain pending against the following defendants: ARIE BENSHIMON,
SYED HASSAN, GHULAM MEHMOOD, and MOHAMMAD SHARIF.
One defendant, SYED SHAH, 23, remains a fugitive. As to these five defendants, the
charges contained in the Indictment are merely accusations and the defendants are
presumed innocent unless and until proven guilty.

The filing of these charges is the culmination of a 16- month investigation conducted by
the New York State Attorney General’s Office with the New York City Police Department
(NYPD), Federal Bureau of Investigation (FBI), New York State Police, the Hoover, Alabama
Police Department, and the New York State Banking Department. Valuable assistance was
provided by the Department of Homeland Security’s U.S. Immigration and Customs
Enforcement (ICE), the United States Postal Inspection Service, the New York State
Department of Motor Vehicles, the Social Security Administration, and the United States
Secret Service.

Copper Theft Threatens U.S. Infrastructure

Last April, when tornadoes were threatening Jackson, Mississippi, many residents were not alerted to the severe weather because five tornado warning sirens didn’t work. The reason: the sirens’ copper wiring had been stolen.

A month earlier in Polk County, Florida, nearly 4,000 residents were left without power after thieves stripped copper wire from a transformer at an electric company facility. Estimated losses: $500,000. Not to mention the homeowner hassles.

And late last year, vandals removed 300 feet of copper wire from a Federal Aviation Administration tower in Ohio, threatening to interrupt communications between in-flight aircraft and air traffic controllers.

Individually, these isolated crimes cause big enough headaches of their own. Taken together, however, they present a fairly significant problem for our country—a threat to public safety and to U.S. critical infrastructure.

We know…because we’ve done our homework. More and more since 9/11, we’re using intelligence to get our arms around emerging threats at the national level—not just when it comes to terrorism, but also in the criminal arena.

In this case, a recent criminal intelligence report scoped out the problem and is driving new solutions. Among the findings:

* “The demand for copper from developing nations such as China and India is creating a robust international copper trade,” and as the global supply of copper continues to tighten, “the market for illicit copper will likely increase.” From 2001 until 2008, the price of the metal has increased by more than 500 percent.
* The thieves—many of whom are drug addicts or gang members—may act individually or as part of organized groups and are interested in the quick cash they get from selling copper to scrap metal dealers.
* Their targets include electrical substations, railroads, security and emergency services, and other sensitive sites. Already, copper thefts have been responsible for shutting down railway systems and even 9-1-1 emergency systems.

“On the surface, it could be a relatively small theft,” explained an agent who specializes in major theft crimes and who commissioned the report after getting wind of the problem, “but the public safety impact could be significant.” And while copper thieves may not intend to compromise critical infrastructure, they can still be charged with more weighty federal crimes, the agent said.

The fact that most copper thefts involve a relatively small amount of money, often take place in rural areas, and are investigated by local law enforcement agencies helps explain why, until recently, the implications of these crimes fell below the radar of federal law enforcement.

The FBI intelligence analyst who wrote the report spoke with nearly 150 people from local and state law enforcement and with officials from railroad and energy companies. “Everywhere I went,” she said, “someone had something to say about the problem of copper theft. But nobody had the big picture.”

Now we do and are developing solutions. Several informal task forces between local, state, and federal law enforcement agencies have been established to combat copper theft, most notably in Nevada. In one such case, they are charging a copper thief with a more serious federal statute that can carry up to a 20-year sentence.

There is still a lot of work to be done, our agent acknowledged, but now, the serious issues surrounding copper theft are known and being addressed.

Copper Thefts Threaten US Critical Infrastructure

Copper thieves are threatening US critical infrastructure by targeting electrical substations, cellular towers, telephone land lines, railroads, water wells, construction sites, and vacant homes for lucrative profits. Copper thefts from these targets have increased since 2006; and they are currently disrupting the flow of electricity, telecommunications, transportation, water supply, heating, and security and emergency services, and present a risk to both public safety and national security.

* According to open-source reporting, on 4 April 2008, five tornado warning sirens in the Jackson, Mississippi, area did not warn residents of an approaching tornado because copper thieves had stripped the sirens of copper wiring, thus rendering them inoperable.

* According to open-source reporting, on 20 March 2008, nearly 4,000 residents in Polk County, Florida, were left without power after copper wire was stripped from an active transformer at a Tampa Electric Company (TECO) power facility. Monetary losses to TECO were approximately $500,000.

* According to agricultural industry reporting, as of March 2007, farmers in Pinal County, Arizona , were experiencing a copper theft epidemic as perpetrators stripped copper from their water irrigation wells and pumps resulting in the loss of crops and high replacement costs. Pinal County’s infrastructure loss due to copper theft was $10 million.

Criminal Groups Involved in Copper Thefts

Copper thieves are typically individuals or organized groups who operate independently or in loose association with each other and commit thefts in conjunction with fencing activities and the sale of contraband. Organized groups of drug addicts, gang members, and metal thieves are conducting large scale thefts from electric utilities, warehouses, foreclosed and vacant properties, and oil well sites for tens of thousands of dollars in illicit proceeds per month.

* According to open sources, as recently as April 2008, highly organized theft rings specializing in copper theft from houses and warehouses were operating in Minneapolis, Minnesota. These rings or gangs hit several houses per day, yielding more than $20,000 in profits per month. The targets were most often foreclosed homes.4

* Open-source reporting from March 2008 indicates that an organized copper theft ring used the Cuyahoga County Sheriff’s foreclosure lists to pinpoint targets in Cleveland, Ohio. Perpetrators had 200 pounds of stolen copper in their van, road maps, and tools. Three additional perpetrators were found to be using the US Department of Housing and Urban Development’s list of mortgage and bank foreclosures to target residences in Cleveland, South Euclid, Cleveland Heights, and other cities in Ohio.5

Global Demand Increasing

China , India, and other developing nations are driving the demand for raw materials such as copper and creating a robust international trade. Copper thieves are receiving cash from recyclers who often fill orders for commercial scrap dealers. Recycled copper flows from these dealers to smelters, mills, foundries, ingot makers, powder plants, and other industries to be re-used in the United States or for supplying the international raw materials demand. As the global supply of copper continues to tighten, the market for illicit copper will likely increase.

Open-source reporting from February 2007 indicates that the global copper supply tightened due to a landslide at the Freeport-McMoran Copper and Cold mine in Grasberg, Indonesia in October 2003 and a worker’s strike at the El Abra copper mine in Clama, Chile in November 2004. These events contributed to copper production shortfalls and led to an increase in recycling, which in turn created a market for copper.6

* Open-source reporting from October 2006 indicated that the demand for copper from China increased substantially due to the construction of facilities for the 2008 Olympics.7

* Open-source reporting indicated that from January 2001 to March 2008, the price of copper increased more than 500 percent.8 This has prompted unscrupulous and sometimes unwitting independent and commercial scrap metal dealers to pay record prices for copper, regardless of its origin, making the material a more attractive target for theft.

Outlook

The global demand for copper, combined with the economic and home foreclosure crisis, is creating numerous opportunities for copper-theft perpetrators to exploit copper-rich targets. Organized copper theft rings may increasingly target vacant or foreclosed homes as they are a lucrative source of unattended copper inventory. Current economic conditions, such as the rising cost of gasoline, food, and consumer goods, the declining housing market, the ease through which copper is exchanged for cash, and the lack of a significant deterrent effect, make it likely that copper thefts will remain a lucrative financial resource for criminals.

Industry officials have taken some countermeasures to address the copper theft problem. These include the installment of physical and technological security measures, increased collaboration among the various industry sectors, and the development of law enforcement partnerships.9 Many states are also taking countermeasures by enacting or enhancing legislation regulating the scrap industry––to include increased recordkeeping and penalties for copper theft and noncompliant scrap dealers. However, there are limited resources available to enforce these laws, and a very small percentage of perpetrators are arrested and convicted. Additionally, as copper thefts are typically addressed as misdemeanors, those individuals convicted pay relatively low fines and serve short prison terms.

On the surface, last week’s attack on Mumbai was remarkable for its execution and apparently unconventional tactics. But when compared to a plot uncovered 15 years ago that targeted prominent hotels in Manhattan, it becomes apparent that the Mumbai attack was not so original after all.
The 1993 New York Landmarks Plot

In July 1993, U.S. counterterrorism agents arrested eight individuals later convicted of plotting an elaborate, multistage attack on key sites in Manhattan. The militants, who were linked to Osama bin Laden’s then-relatively new group, al Qaeda, planned to storm the island armed with automatic rifles, grenades and improvised explosive devices (IEDs). In multiple raids on key targets combined with diversionary attacks, they aimed to kill as many people as possible.

The planned attack, which came to be known as the “Landmarks” plot, called for several tactical teams to raid sites such as the Waldorf-Astoria, St. Regis and U.N. Plaza hotels, the Lincoln and Holland tunnels, and a midtown Manhattan waterfront heliport servicing business executives and VIPs traveling from lower Manhattan to various New York-area airports. The militants carried out extensive surveillance both inside and outside the target hotels using human probes, hand-drawn maps and video surveillance. Detailed notes were taken on the layout and design of the buildings, with stairwells, ballrooms, security cameras and personnel all reconnoitered.

The attackers intended to infiltrate the hotels and disguise themselves as kitchen employees. On the day of the attack, one attack team planned to use stolen delivery vans to get close to the hotels, at which point heavily armed, small-cell commando teams would deploy from the rear of the van. Stationary operatives would use hand grenades to create diversions while attack teams would rake hotel guests with automatic weapons. The attackers planned to carry gas masks and use tear gas in hotel ballrooms to gain an advantage over any security they might come up against. They planned to attack at night, when the level of protection would be lower.

The targeted hotels host some of the most prestigious guests in Manhattan. These could have included diplomats like the U.S. ambassador to the United Nations, who traditionally keeps an apartment in the Waldorf-Astoria, or even the U.S. secretary of state, who is known to stay at the Waldorf during U.N. sessions. They also host various business leaders. If successful, the attackers doubtless would have killed many high-profile individuals key to New York’s stature as a center for financial and diplomatic dealings.

Meanwhile, the plots to detonate explosives in the Lincoln and Holland tunnels would have blocked critical transportation infrastructure, sowing chaos in the city as key escape routes were closed off. And VIPs seeking to escape the city via the midtown heliport would have been thwarted by the attack planned for that location. In fact, the heliport attack was planned to be carried out using watercraft, which also could have been used to target transport ferries, further disrupting transportation in and out of Manhattan. The New York City Police Department could plausibly even have quarantined Manhattan to prevent the attackers from fleeing the city.

With the city shut down and gunmen running amok, the financial center of the United States would have been thrown into chaos and confusion until the attackers were detained or killed. The attacks thus would have undermined the security and effectiveness of New York as a center for financial and diplomatic dealings.

At the time, U.S. counterterrorism officials deemed that the attack would have had a 90 percent success rate. Disaster, then, was averted when federal agents captured the plotters planning the Landmarks attack thanks to an informant who had infiltrated the group. Along with the 1993 World Trade Center bombing just four months earlier, which killed six people but was intended to bring down both towers, the United States dodged a major bullet that could have been devastating to New York.
The Nov. 26 Mumbai Attack

A little more than fifteen years later, the Nov. 26 attacks in Mumbai closely followed the script of the New York plot. Militants armed with AK-47s, grenades and military-grade explosives carried out a very logistically sophisticated and coordinated attack on the financial capital of India.

Clearly, the Mumbai attack involved extensive preoperational surveillance. Attackers had maps of the targeted hotels, and according to the Indian Marine Commandos who raided the Taj Mahal hotel, the militants moved around as if they knew the hotel’s layout by heart. Advance members of the attack teams had already taken up positions in the hotels, stockpiling firearms, ammunition, grenades and food that were quickly accessed and used to maintain the attackers’ positions in the hotels. One of the attackers reportedly also had taken a job as an intern chef in the Taj Mahal hotel kitchen, so his movements raised less suspicion and he had a detailed knowledge of the entry points and corridors. For such attacks, preparedness is key, and escaping alive is a long shot. The attackers therefore must have been highly motivated and willing to die — a rare combination that requires immense amounts of training and ideological zeal.

At least two teams entered the city by watercraft, breaking up into smaller groups as they made their way to the Taj Mahal hotel, Oberoi-Trident hotel complex and Nariman (also known as Chabad) House, a Jewish center in the same area of Mumbai. These tactical teams dispersed across the city, attacking prominent sites where foreign VIPs were sure to be present. They infiltrated the hotels through back entrances and kitchens, thus enhancing the element of surprise as they opened fire on guests in the dining areas and atriums of the hotels.

Beyond killing people and holding hostages in Mumbai’s most prestigious hotels, other attack teams assaulted additional strategic sites in Mumbai, creating a sense of chaos and confusion over the whole city. Mumbai’s main train station, Chhatrapati Shivaji Terminus, as well as Cama Hospital, offices of The Times of India newspaper, restaurants, a theater, and bars frequented by foreigners also were attacked. The attackers’ excellent coordination — the multiple attacks took place nearly simultaneously — thus ensured maximum confusion and chaos, frustrating police responses. This could explain in part why operations like those at Nariman House and the hotels lasted for more than 48 hours.
Similarities between New York and Mumbai

The similarities between the Landmarks plot and the Nov. 26 Mumbai attack are quite obvious. In symbolic terms, as the Mumbai attack unfolded, many onlookers said that an attack on Mumbai is to India what an attack on New York is to Americans. In more concrete terms, the targets, methods, weapons and geography involved were similar (if not identical), and the unconventional style of the attacks points to a common author.

U.S. counterterrorism forces in 1995 detained Landmarks plot mastermind Ramzi Yousef, who remains in U.S. federal prison. But his ideas obviously did not stay behind bars. This illustrates how a plan’s initial failure does not mean the threat has been eliminated. Indeed, Stratfor observed in 2005 that the 1993 Landmarks plot (among others) should not be discounted, as al Qaeda or other terrorist groups are known to return to past targets and plot scenarios.

The similarities between the Landmarks plot and the Mumbai attack exist at several levels.

The first relates to the target set. Both New York and Mumbai are the respective financial centers of their countries and home to their nations’ major stock exchanges. In both cities, the planners had picked out high-profile soft targets — sites that have less security personnel and countermeasures than, say, a military installation or key government building. Softer security means gaining access to strategic assets and people is easier. Stratfor has long stressed the importance of maintaining vigilance at soft targets like hotels that cater to international guests, as these are likely targets for militant Islamists. Both plans also involved infiltrating hotel staff and booking rooms in the hotels to gain inside information and store supplies.

The second similarity involves how both plans included peripheral targets to cause confusion and chaos and thus create a diversion from the main targets. In Mumbai, transportation infrastructure like the city’s main railway station was attacked, and militants detonated explosive devices in taxis and next to gasoline pumps. Meanwhile, roving gunmen attacked other sites around the city. In a country where coordination among first responders is already weak, the way the attackers fanned out across the city caused massive chaos and distracted security forces from the main prize: the hotels. Attacking Cama Hospital also sowed chaos, as the injured from one scene of attack became the targets of another while being rescued.

A third similarity exists in the geography of the two cities. In both plots, the use of watercraft is a distinctive tactical similarity. Watercraft gave militants access at unconventional locations where security would be more lax. Both Mumbai (a peninsula) and Manhattan (an island) offer plenty of points where militants can mount assaults from watercraft. Such an attack would not have worked in New Delhi or Bangalore; these are landlocked cities where militants would have had to enter by road, a route much more likely to encounter police patrols. Being centers of trade and surrounded by water, both Mumbai and New York have high levels of maritime traffic. This means infiltrating the area from the water would raise minimal suspicions, especially if the craft were registered locally (as was the case in the Mumbai attack). Such out-of-the box tactics take advantage of security services, which often tend to focus on established threats.

A fourth similarity lies in transportation. In addition to using watercraft, both plots involved the use of deceptive vehicles to maneuver around the city undetected. The Landmark plotters used taxis to conduct surveillance and planned on using a delivery van to approach the hotels. In Mumbai, the attackers planted bombs in taxis, and at least one group of militants hijacked a police van and used it to carry out attacks across the city. Using familiar vehicles like taxis, delivery vans or police vans to carry out surveillance or attacks reduces suspicion and increases the element of surprise, allowing militants to stay under cover until the moment of attack.
An Off-the-Shelf Plan

As indicated, the striking similarities between the Landmarks plot and the Mumbai attack suggest that Ramzi Yousef and other early al Qaeda operatives who helped prepare the Landmarks plot in New York authored the Mumbai plan. Considering that the militants launched their original attack from Karachi, Pakistan, and the previous involvement of Pakistan’s Inter-Services Intelligence (ISI) agency — which has connections with al Qaeda leaders in western Pakistan — it is very likely that al Qaeda in Pakistan at least provided the blueprints for this attack. On-the-ground operations like training, surveillance and the actual attack appear to have been carried out by the Pakistani militant group Lashkar-e-Taiba in connection with Indian Islamist groups.

Here we see more evidence of the existence of an ideological or strategic battle space that exists in the radical Islamist world, which has been greatly influenced by al Qaeda. Like a contingency plan that might sit on the shelf for years or decades before it is useful, terrorist plots (especially good ones) can have a long shelf life and be applied in various scenarios. In fact, plans that sit on the shelf longer might actually be more effective as security officials focus their attention on evolving threats and forget old ones.

Just because a plot has been disrupted, the threat has not been eliminated. Once terrorists happen upon a successful model, they are likely to follow that model. This can be seen in al Qaeda’s return to the World Trade Center in 2001, eight years after the initial truck bomb attacks in 1993. It can also be seen in the fact that Mumbai has been the target of multiple attacks and threats, including train bombings in 2006 that killed approximately 200 people. Though the tactics might have differed, the target set remained the same. Various parts of the attack cycle can change, but rarely does an attack occur that is completely novel.

Ultimately, the biggest difference between the Landmarks plot and the Mumbai attack is that the Mumbai attack succeeded. The failure of the Landmarks plot probably provided key lessons to the planners of the Mumbai attack, who were able to carry out the stages of the attack without detection and with the full element of surprise. Gauging by the success of the Mumbai incident, we can expect similar strategies and tactics in future attacks.

Ilhami is not the first ‘peace activist’ to plan terror attacks.


Two Moroccans arrested in Italy yesterday wanted to blow up the Milan Cathedral on Christmas. They hoped an attack during the busy holiday would cost dozens of lives. This according to tapped phone calls, reports La Repubblica.

The two belonged to an Islamic terror cell which had been followed by the Italian police already for months. “The plot was discovered yet before the suspects could get explosives,” says the Italian minister of Internal Affairs, Roberto Maroni, in response.

Rachid Ilhami (31) and Abdelkader Ghafir (43) were arrested in Giussano, a city 25km away from Milan. The detectives gathered from tapped phone calls and confiscated computer files that the two also prepared attacks on a supermarket and a police bureau. They are arrested on suspicion of terrorism and eventual cooperation with al-Qaeda.

Ilhami had been living since he was ten in Italy. He is married and has two children. He worked as a blacksmith and in his free time worked in a center for peace activities, in the area of prime minister Silvio Berlusconi’s villa, according to Corriere della Sera.

Treasury Designates Members of German IJU Terrorist Cell

Washington, DC—The U.S. Department of the Treasury today designated three members of a German Islamic Jihad Union (IJU) cell under Executive Order 13224 (E.O. 13224), which targets terrorists and those providing support to terrorists or acts of terrorism.

“We commend the vigilant and effective work of German authorities in apprehending this terrorist cell before it could carry out its brutal and horrifying attack plans,” said Adam Szubin, director of Treasury’s Office of Foreign Assets Control. “In concert with this important law enforcement action, United Nations global sanctions provide a tool of unparalleled scope to disrupt the support lines of this and other al Qaida-affiliated cells.”

On September 4, 2007, German authorities arrested three members of a German IJU cell—Fritz Martin Gelowicz, Daniel Martin Schneider, and Adem Yilmaz—on suspicion that they were preparing terrorist attacks on public places and possibly U.S. military facilities in Germany. German authorities had monitored the three for months and arrested them when they advanced the plot to the point of building explosive devices. The suspects had acquired 735 kilograms of 35 percent hydrogen peroxide—enough to produce approximately 550 kilograms of explosives—in order to build bombs.

German authorities also found military detonators, apparently intended for use in car bombs. Had the attacks occurred, estimates show the casualty toll could have far exceeded the 2004 train bombings in Madrid or the 2005 transport bombings in London.

Following the arrests, IJU leadership issued a statement confirming that Gelowicz, Schneider and Yilmaz had been operating under IJU direction in plotting the attacks. According to the statement, the terror plot was intended to hit U.S. and Uzbek targets in Germany.

Gelowicz reportedly played a key role in the Germany plot by purchasing the chemicals necessary for the attacks. In addition, Gelowicz allegedly was part of a group of IJU members who cased U.S. military facilities in Hanau, Germany in December 2006. Gelowicz and others reportedly were observed driving back and forth in front of the U.S. military base in Hanau.

The IJU, formerly known as the Islamic Jihad Group (IJG), is a terrorist organization that has coordinated multiple attacks in Central Asia, including the July 2004 bombings of the U.S. and Israeli Embassies in Tashkent, Uzbekistan. The IJG was added to the UN 1267 Sanctions Committee’s Consolidated List of individuals and entities associated with Usama bin Ladin, al Qaida and the Taliban on June 1, 2005 and Gelowicz, Schneider, and Yilmaz were added to the Consolidated List on October 27, 2008. The IJG was named a Specially Designated Global Terrorist (SDGT) pursuant to E.O. 13224 on May 25, 2005.

Under E.O. 13224, any assets these three individuals hold under U.S. jurisdiction are frozen and U.S. persons are prohibited from engaging in any transactions with the designees.
