Treasury Designates Iranian Proliferation Individuals, Entities

Washington - The U.S. Department of the Treasury today designated four individuals and four entities for their ties to Iran’s nuclear and missile programs.

“Iran’s nuclear and missile firms hide behind an array of agents that transact business on their behalf,” said Stuart Levey, Under Secretary for Terrorism and Financial Intelligence. “As long as Iran continues to engage in such deceptive practices, companies and banks must exercise extraordinary vigilance to avoid participating in illicit transactions.”

The individuals designated today include Dawood Agha-Jani, Moshen Hojati, Mehrdada Akhlaghi Ketabachi, and Naser Maleki. The entities designated today include Shahid Sattari Industries, Seventh of Tir (a/k/a 7th of Tir), Ammunition and Metallurgy Industries Group (AMIG), and Parchin Chemical Industries.

This action was taken pursuant to Executive Order 13382, an authority aimed at freezing the assets of proliferators of weapons of mass destruction and their supporters, and at isolating them from the U.S. financial and commercial systems. Designations under E.O. 13382 are implemented by the Department of the Treasury’s Office of Foreign Assets Control (OFAC) and the State Department, and they generally prohibit transactions between the designees and U.S. persons, and freeze assets the designees may have under U.S. jurisdiction.

The Annex to E.O. 13382, issued by President George W. Bush in June 2005, designated the Atomic Energy Organization of Iran (AEOI), Iran’s Aerospace Industries Organization (AIO), the Shahid Bakeri Industrial Group (SBIG), and the Shahid Hemmat Industrial Group (SHIG) as entities of proliferation concern.

The AEOI, which reports directly to the Iranian President, is the main Iranian

organization for research and development activities in the field of nuclear technology, including Iran’s centrifuge enrichment program; it also manages Iran’s overall nuclear program. The AEOI is identified in the Annex to United Nations Security Council Resolution (UNSCR) 1737 for its involvement in Iran’s nuclear program.

Dawood Agha-Jani is being designated because he acts or purports to act for or on behalf of, directly or indirectly, the AEOI. Agha-Jani was listed in UNSCR 1737 for his involvement in Iran’s nuclear program, and identified as the head of the Pilot Fuel Enrichment Plant (PFEP) at Natanz. Natanz, which is subordinate to the AEOI, is Iran’s main uranium enrichment facility. The PFEP is a test facility that has the capacity to hold 1,000 centrifuges.

Moshen Hojati is being designated because he acts or purports to act for or on behalf of, directly or indirectly, the AIO and the Fajr Industries Group. The AIO, a subsidiary of the Iranian Ministry of Defense and Armed Forces Logistics, is the overall manager and coordinator of Iran’s missile program. AIO oversees all of Iran’s missile industries. Its subsidiaries, SBIG and SHIG, were both identified in the Annex to UNSCR 1737.

Hojati has been linked to the AIO since at least 2001, serving in various capacities. Hojati was listed in UNSCR 1747 for his involvement in Iran’s ballistic missile program, and identified as the head of the Fajr Industries Group, an entity identified in the Annex to UNSCR1737 and designated by OFAC under E.O. 13382, on June 8, 2007, for being owned or controlled by the AIO.

Mehrdada Akhlaghi Ketabachi is being designated because be acts or purports to act for or on behalf of, directly or indirectly, SBIG. As the head of SBIG, Ketabachi plays a key role in SBIG’s day-to-day affairs. Ketabachi is also active in negotiating the procurement of equipment for SBIG.

Naser Maleki is being designated because he acts or purports to act for or on behalf of, directly or indirectly, SHIG. Maleki has been identified in UNSCR 1747 as the head of SHIG and an Iranian Ministry of Defense and Armed Forces Logistics (MODAFL) official who oversees work on the Shahab-3 ballistic missile program.

Also designated today is Shahid Sattari Industries, an entity which is owned or controlled by, and acts or purports to act for or on behalf of, directly or indirectly, SBIG. Shahid Sattari Industries is involved in the manufacturing and maintenance of ground support equipment for SBIG.

The other three entities designated today, Seventh of Tir (a/k/a 7th of Tir), Ammunition and Metallurgy Industries Group (AMIG), and Parchin Chemical Industries, are owned or controlled by, or act or purport to act for or on behalf of, directly or indirectly, Iran’s Defense Industries Organization (DIO). The U.S. Department of State designated DIO under E.O. 13382 on March 28, 2007, for engaging or attempting to engage in activities or transactions that materially contributed to or pose a risk of materially contributing to the proliferation of weapons of mass destruction or their means of delivery. DIO also is identified in the Annex to UNSCR 1737.

AMIG was listed in UNSCR 1747 for its relationship with Seventh of Tir, which it controls. Seventh of Tir has been involved in a variety of international transactions related to weapons procurement. UNSCR 1737 described Seventh of Tir as a subordinate of DIO, widely recognized as being directly involved in Iran’s nuclear program. Seventh of Tir has been connected to Iran’s centrifuge development program.

Parchin Chemical Industries is an element of DIO’s chemical industries group and is identified in the Annex to UNSCR 1747. As a subordinate of DIO, Parchin acts on behalf of DIO, importing and exporting chemical goods throughout the world. In April 2007, Parchin Chemical Industries was identified as the final recipient of sodium perchlorate monohydrate, a chemical precursor for solid propellant oxidizer, possibly to be used for ballistic missiles.

Treasury Targets Rami Makhluf’s Companies

Washington - The U.S. Department of the Treasury today added Syriatel, Syria’s largest mobile phone operator, and Ramak, a chain of Syrian duty free stores, to its Specially Designated Nationals and Blocked Persons List. All property and interests in property of these entities are blocked as a result of the direct or indirect ownership interest of at least 50 percent by Rami Makhluf in each entity.

“Rami Makhluf uses his access to high-level Syrian Government insiders to enrich himself at the expense of the Syrian people,” said Adam J. Szubin, Director of the Office of Foreign Assets Control (OFAC). “We will continue to target Makhluf and his commercial empire as well as others who follow in his footsteps.”

Makhluf was designated on February 21, 2008 pursuant to Executive Order 13460, which targets individuals and entities determined to have contributed to, or to have benefited from, the public corruption of senior officials of the Syrian regime.

Makhluf, a maternal cousin of Syrian president Bashar al-Asad, has exploited his relationships with Syrian regime members to amass his commercial empire. Makhluf has manipulated the Syrian judicial system and has used Syrian intelligence officials to intimidate business rivals.

Pursuant to E.O. 13460, any assets in Syriatel’s or Ramak’s names held in the United States or within the possession or control of U.S. persons are blocked, and U.S. persons, therefore, are prohibited from engaging in business or transactions with Syriatel or Ramak.

President George W. Bush issued E.O. 13460 on February 13, 2008 to take additional measures to address the threat to the national security, foreign policy, and economy of the United States posed by certain conduct of the Government of Syria.

This new authority builds on E.O. 13338, which was issued by President Bush in May 2004, by targeting activities that entrench and enrich the Syrian regime and its cohorts thereby enabling the regime to continue to engage in threatening behavior, including actions that undermine efforts to stabilize Iraq. Corruption by the regime also reinforces efforts that deny the people of

Syria political freedoms and economic prosperity, undercut peace and stability in the region, fund terrorism and violence, and undermine the sovereignty of Lebanon.

Treasury Targets Al Qaida-Affiliated Terror Group in Algeria

Washington, DC—The U.S. Department of the Treasury today designated four leaders of al Qaida in the Lands of the Islamic Maghreb (AQIM), a terrorist organization that has carried out numerous attacks in Algeria. On July 3, 2008, these four individuals were added to the United Nations Consolidated List of individuals and entities associated with Usama Bin Laden, al Qaida, and the Taliban.

“Algeria has shown remarkable courage in the face of horrifying terrorist attacks against its people,” said Adam J. Szubin, Director of the Office of Foreign Assets Control (OFAC). “The four terrorists that we have targeted today are among the most culpable for this violence, as leaders of al Qaida in the Lands of the Islamic Maghreb. We are proud to support the efforts of Algeria and the world community to combat this deadly threat and we will continue to do so.”

AQIM carried out three attacks east of Algiers in early June 2008, including a bombing near a train station that killed a French national. In February 2008, AQIM kidnapped two Austrian tourists in Tunisia and has issued demands to the Austrian government for their release. In April 2007, AQIM bombed both the Algerian prime minister’s office and police facilities in Algiers. AQIM conducted dual bombings in December 2007 of two United Nations offices and the headquarters of Algeria’s Constitutional Council.

AQIM, which was formerly known as the Salafist Group for Preaching and Combat (GSPC), merged with al Qaida in September 2006. GSPC was one of the sixteen entities originally named a Specially Designated Global Terrorist (SDGT) pursuant to E.O. 13224 on September 24, 2001. GSPC was added to the U.N. list on October 6, 2001. AQIM was designated pursuant to E.O. 13224 on February 21, 2008 and was added to the U.N. list on April 26, 2007.

Gasmi is the head of AQIM’s information committee and is responsible for developing statements, circulating claims of responsibility for terrorist activities, and creating videos for AQIM.

As AQIM’s representative to the media, Gasmi issued AQIM’s claim of responsibility for its kidnapping of the Austrian hostages. Gasmi is one of the principal figures negotiating with the Austrian government for the release of the hostages. He represents AQIM leader Abdelmalek Droukdel’s interests in the negotiations. Droukdel was added to the U.N. list on August 27, 2007 and was named an SDGT by the Treasury Department on December 4, 2007.

Gasmi also directs AQIM’s internet communications with al Qaida senior leadership.

Djouadi provided financial and operational support to a Moroccan AQIM-affiliated extremist who planned to establish an AQIM support base in North Africa.

Hammadou is the deputy leader of AQIM’s Tarek Ibn Zaid battalion and is based in northern Mali.

Hammadou was involved in kidnapping the Austrian tourists for AQIM in February 2008.

In 2003, Hammadou participated in the kidnapping of 32 foreign tourists in Algeria by the GSPC, AQIM’s predecessor organization. Hammadou was appointed by regional AQIM leader al-Para to lead the Tarek Ibn Zaid battalion, which carried out the kidnapping (El Para, AKA Saifi Ammari, was named an SDGT on December 5, 2003). Hammadou and other members of the battalion received part of the ransom paid to liberate the tourists and allegedly used the funds to purchase weapons.

In June 2005, Hammadou led a unit of AQIM operatives in an attack on a Mauritanian military outpost that killed fifteen soldiers and wounded at least another fifteen.

Hammadou established a camp for AQIM recruits in northern Mali that included training in combat techniques, making and defusing bombs, and guerilla tactics.

Treasury Will Consult on Baseline Survey of Adult Financial Literacy

Washington – The Treasury Department announced a new research initiative today to examine financial literacy among U.S. adults and how they fare in handling their finances. The study, conducted with the Financial Industry Regulatory Authority Investor Education Foundation, is the first of its kind to focus on adult consumers at both state and national levels.

The President’s Advisory Council on Financial Literacy recommended that the Department consult on the project during the Council’s February 2008 meeting. Preliminary survey data is expected to be released to researchers and the general public in early 2009.

“The field of financial education in America is in its adolescence. By learning what Americans know, think and feel about money we can better help them, while moving our nation’s financial education efforts toward maturity,” said Dan Iannicola, Jr., Deputy Assistant Secretary for Financial Education and executive director of the President’s Advisory Council. “Equipping Americans to make good financial decisions is always important, but in challenging economic times it matters even more.”

The FINRA Investor Education Foundation – the largest foundation dedicated to investor education – will design, fund and conduct the survey, with input from Treasury. Survey working group partners include Dartmouth College Professor Annamaria Lusardi and a team from Applied Research and Consulting, the Employee Benefit Research Institute and the American Institute of Certified Public Accountants.

“We look forward to consulting with Treasury on this inaugural national survey,” said Mary Schapiro, a member of the President’s Advisory Council on Financial Literacy who is also Chairman of the Financial Industry Regulatory Authority Foundation and CEO of FINRA. “The survey will be unique in its scale and in its focus on the combined effect of knowledge, skills and attitudes on the behavior of adult consumers in the U.S., and will be invaluable in informing a wide range of financial education efforts now and in the future.”

“The Council is pleased that Treasury will be consulted on this important project,” said Tahira Hira, chair of the President’s Advisory Council’s Research Committee and a professor at Iowa State University. “”There is so much we still don’t know about how Americans handle their money, how they make decisions, how they learn, how they want to learn, what brings about changes in their financial behavior. We hope this study will help answer this and many other questions.”

Electoral Monitors Are Western Spies–Russian Official

Russia’s elections agency has information that some international
elections monitors from the Organization for Cooperation and Security in
Europe (OSCE) are agents of the Western intelligence agencies. Igor
Borisov, a member of the Central Electoral Commission (CEC), announced
the finding during a live interview on the Ekho Moskvy radio station.

“There is such information,” he said. “I cannot speak specifically.”

According to Borisov, agents “came to Yugoslavia, Georgia, Ukraine.”
“The result is known to all,” he said, apparently referring to bloodless
“color revolutions” which took place in those countries. The CEC member
added that “today there is absolutely no democracy in the OSCE.” Borisov
went on to say that monitors from the West have exerted political
pressure on Russian election officials.

Russia has been critical of European electoral monitors, while observers
have complained of increasing efforts on the part of authorities to
stymie their work. In February, the OSCE cancelled its missions to the
Russian presidential election citing interference from authorities. A
December 2007 mission was critical of the way Parliamentary elections
were handled.

Government critics have pointed out widespread electoral violations in
Russia and have suggested that the results of both Parliamentary and
Presidential elections were largely falsified. One computer expert
created statistical models indicating that results were most likely
“rounded up” by local electoral commissions.

The OSCE has denied that it has any intention of politicizing electoral
monitoring missions.

Still, Borisov was starkly critical of the organization in a separate
interview with the Vesti news program on July 20th. “The OSCE proclaims
its adherence to democratic principles and methods,” he said, “but it
works in a different way.

“Russia is trying to rescue the international election monitoring
institute,” he went on. “We suggest clear-cut principles of election
monitoring: transparency, collegiality, impartiality, respect for
sovereign rights of a host country and so on. Everyone, including our
Western partners, agree with that.”

Borisov’s statements come simultaneously with a new proposal by the CEC
to drastically reform the OSCE. As the Gazeta.ru online newspaper
reports on July 23rd, Russia suggested sweeping reforms at an OSCE
electoral monitoring conference, which took place from July 21st to the
22nd in Vienna.

Alexander Ivanchenko, the head of the Russian Center for Electoral
Techniques Training within the CEC, noted one proposal that would
effectively shut out Western European observers altogether:

“Participation in international election monitoring should only be open
to representatives of countries whose laws contain provisions on the
institution of international observation and have an established
practice of inviting international observers to monitor their own
elections.”

Russia takes an active role in its own international monitoring
projects, and will send a mission to monitor the US presidential
election this fall.

Canada bus attack leaves man decapitated

PORTAGE LA PRAIRIE, Manitoba (AP) — A man aboard a Greyhound bus repeatedly
stabbed and then decapitated a fellow passenger, witnesses said Thursday.

The man was arrested for the killing, which occurred Wednesday night aboard
a bus traveling from Edmonton, Alberta, to Winnipeg, Manitoba, The Royal
Canadian Mounted Police said in a statement.

Authorities declined to name the attacker and victim, and provided no other
details about the attack.

But passenger Garnet Caton said the victim was stabbed dozens of times by
the man sitting next to him. The passenger then severed the man’s head with
a large knife.

‘’We heard this bloodcurdling scream and turned around, and the guy was
standing up, stabbing this guy repeatedly, like 40 or 50 times,’’ Caton said
from a hotel in Brandon, Manitoba, where he and other passengers had been
taken to rest.

‘’There was no rage or anything. He was like a robot, stabbing the guy.’’

Caton said passengers raced from the bus but then he, the bus driver and a
trucker at the scene re-boarded to see what was happening.

Caton said he saw the suspect had the victim on the floor of the bus and
‘’was cutting his head off and pretty much gutting him.’’

Horror on Canadian Bus as Man Beheaded

WINNIPEG, Manitoba (Reuters) - A man sleeping on a Greyhound bus as it
rolled across the Canadian Prairies was killed and decapitated by his
seatmate as horrified passengers fled to safety in the night, witnesses and
police said on Thursday.

“All of a sudden, we all heard this scream, this bloodcurdling scream,” said
Garnet Caton, who was sitting just in front of the victim on the bus. Caton
said that when the attack was over, the knife-wielding killer displayed his
victim’s severed head to the onlookers.

A Worcester-born college student now living in California is facing criminal
charges in a Boston court today for holding up a Delta airlines flight for
three hours after he stuck a sticker claiming “9/11 was an inside job” on
the plane’s bathroom sink, according to authorities.

This occurred before takeoff. He later ran off the plane.

Police said on Friday they captured a man suspected of killing three teenagers when he shot at a group of people near a popular swimming spot in Wisconsin’s north woods.

“We believe we have the suspect we have been looking for all night,” said Jerry Sauve, chief deputy at the Marinette County Sheriff’s Department.

A man described by witnesses as wearing camouflage clothes and carrying a rifle emerged from a wooded area along the Menominee River on Thursday and opened fire on a group of young people near the swimming spot under a railroad bridge.

Man arrested in river ambush on 3 Wis. swimmers

A dragnet ended Friday with the arrest of a man accused of emerging from woods in camouflage and opening fire with an assault rifle on a group of young swimmers who had gathered at a river. Three were killed and another wounded.

Scott J. Johnson, 38, was in camouflage as he walked out of some woods near the scene of the shooting and dropped his weapon as officers approached, said Jerry Sauve, chief’s sheriff’s deputy in Marinette County.

Johnson, from the nearby town of Iron Mountain, Mich., had not been formally charged and it was not immediately known whether he had an attorney.

One man got stabbed. Another got shot in the chest. A 6-year-old boy was temporarily blinded when he was spray-painted in the face.

And they were the lucky ones among those who have had run-ins with graffiti “crews,” or gangs.

Over the past 2 1/2 years in Southern California, three people have been killed after trying to stop graffiti vandals in the act. A fourth died after being shot while watching a confrontation between crews in a park.

“We have seen a marked increase in these graffiti-tagging gangs taking to weapons and fighting to protect their walls, their territory, their name,” said Los Angeles County sheriff’s Lt. Robert Rifkin.

A man who witnesses said stabbed and beheaded his seat mate on a Greyhound bus in Canada made his first court appearance Friday, while police offered no motive for the savage attack against a 22-year-old carnival worker.

Vince Weiguang Li, 40, of Edmonton, Alberta, has been charged with second-degree murder. He shuffled into the courtroom Friday in Portage la Prairie, Manitoba with his head bowed and feet shackled.

He did not reply when the judge asked him whether he was going to get a lawyer, and only nodded slightly when asked whether he was exercising his right not to speak. He was not required to enter a plea.

The prosecutor asked for a psychiatric assessment, but the judge said he wanted to give Li a chance to meet with his lawyer. Li’s next court appearance is scheduled for Tuesday.

Statement by the Department of Justice on the Anthrax Investigation

WASHINGTON—The Justice Department, the FBI, and the U.S. Postal Inspection Service (USPIS) today announced that there have been significant developments in the investigation into the 2001 anthrax mailings, which killed five individuals and injured 17 others. In particular, we are able to confirm that substantial progress has been made in the investigation by bringing to bear new and sophisticated scientific tools.

We are unable to provide additional information at this time. The Department, the FBI, and the USPIS have significant obligations to the victims of these attacks and their families that must be fulfilled before any additional information on the investigation can be made public. In addition, investigative documents remain under court seal. We anticipate being able to provide additional details in the near future.

United States Senator Theodore F. Stevens of Alaska was charged in an Indictment returned by a federal grand jury in the District of Columbia with seven counts of making false statements related to Stevens’ financial disclosure forms. 7. Miami: Italian Company and Executives Strike Plea Agreement in Worldwide Bid-Rigging Conspiracy

Manuli Rubber Industries SpA, a marine hose manufacturer based in Milan, Italy, and Robert L. Furness, the former president of the company’s former Plantation, Florida-based subsidiary have agreed to plead guilty and pay more than $2 million in criminal fines for participating in a conspiracy to rig bids, fix prices, and allocate market shares of marine hose sold in the United States and elsewhere. Furness has agreed to serve 14 months in prison and pay a $75,000 criminal fine. Additionally, Giovanni Scodeggio, an Italian citizen who is the manager of Parker ITR S.r.l.’s Oil & Gas Business Unit, another marine hose manufacturer located in Veniano, Italy, has also agreed to plead guilty for participating in the same conspiracy. 8. New York: Genovese Family Associate Found Guilty of $50,000 Extortion

Angelo Nicosia, an associate of the Genovese Organized Crime Family of La Cosa Nostra, was found guilty of extortion and extortion conspiracy after a one-week jury trial. According to the Indictment and the evidence at trial, Nicosia was an associate in the crew of Genovese Family capo Angelo Prisco. Nicosia was hired as a sub-contractor on a construction job, and later claimed that the contractor owed him thousands of dollars for work that he had not actually completed. Timothy Pfeil, the former highest-ranking cargo executive in the United States for SAS Cargo Group A/S (SAS), a Scandinavian-based airline, has agreed to plead guilty and serve six months in jail for participating In a conspiracy to fix prices for air cargo rates. According to court documents, Pfeil conspired with competitors to fix the rates charged to U.S. and international customers on air cargo shipments, in violation of the Sherman Act. In July 2008, SAS pleaded guilty and was sentenced to pay a $52 million criminal fine for conspiring to fix prices on air cargo rates. Full story

10. New York: Former Owner of Coletronic Computer, Inc. Sentenced for Trafficking Counterfeit Cisco Systems Products

Libya, Russia discuss nuke deal

Moscow - Libya is negotiating with Moscow to buy Russian weapons and for
the construction of a nuclear power station, the countries’ prime ministers
said on Thursday.

“The Libyan leadership confirmed its interest in acquiring high-quality
products from the Russian defence industry,” Russian Prime Minister Vladimir
Putin was quoted as saying by Interfax and ITAR-TASS after a meeting with
Libyan Prime Minister Baghdadi Mahmudi.

In a recent article, Joseph Klein discussed1 in details the hundreds of
millions of dollars in United Nations’ aid to Iran. These funds are mostly
financed by U.S. contributions. In Tehran’s corrupt system, it is hard to
imagine that even a small portion of these resources reach the intended
target population.

But, how can a wealthy country manage to confront the US and the UN, and at
the same time be the recipient of West’s generous support? The credit for
that goes to Tehran’s effective web of influence in the US. Here is a
glimpse at the web:

* Siamak Namazi, is the managing director of Atieh enterprise in Iran.
This company is owned by Namzi family, an influential player in Irani’s oil
and financial Mafia.

* Baquer Namazi, is Siamak’s father and a former UN high level
officer. Namazi and an active Iranian deputy minister, founded a false flag
NGO (Hamyaran) to monitor and control other Iranian NGOs .

* Baquer Namazi, arranged for Siamak Namazi and Trita Parsi to present
the roadmap for establishing the Iranian Lobby in the US.

* Trita Parsi the president of the Iranian lobby organization NIAC has
been the recipient of close to $200,000 congressionally appropriated funds
through National Endowment for Democracy (NED) to spend it in Iran on
organizations under Baquer Namazi’s control.

* NED has also provided funding for Tehran based Siamak Namazi
(himself an affluent executive in Iran) for a fellowship in the US.

* Siamak Namazi elaborated on why and how the Iranian regime should
implant Tehran friendly experts in key positions in the US and inside the UN
to influence policy.

* Siamak Namazi co-founded an organization (I-AIM) to recruit
influential Iranian-Americans. One of his major partners in these
activities is Ali Mostashari.

* Ali Mostashari has been working at key UN positions in charge of
$1.2 billion in annual UN aid to the third world countries.

* Iranian regime (Which is in control of close to $100 billion in oil
income) has been the recipient of hundreds of millions of dollars of UN
aids.

* Baquer Namazi is a major player in many of the associated
organizations that benefit from UN aid.

Atieh Bahar is an influential enterprise in Iran which along with some of
the notorious factions of the regime is a partner and/or contractor in major
oil, industrial or financial projects of the country. Siamak Namazi, is the
managing director of this company which his family owns.2

Khartoum has total access to intelligence in South Staff writer

aJUBA (17th July) the director for security and intelligence in the ministry in an interview at the closure of a four day workshop organised by the Swiss Security System Reform Team has revealed that ‘Khartoum intelligence’ have unwarranted “access to secret intelligence†in southern Sudan. Mr. Daniel Lual Deng admitted “At the time being we can not avoid it, the Khartoum Intelligence have total access to our intelligence information; whatever they collect, they can accessâ€.

Daniel Deng Lual was part of the high profile members of the security intelligence who were invited to attend a workshop under the auspices of the Swiss Foreign Affairs Ministry and the GOSS Ministry of Regional Corporation. “Security is determined by the type of system used: dictatorial, direct democracy or Jeffersonianâ€, Daniel stated. He observed that the security system used by the previous governments in Southern Sudan were anything but democratic, and the source of their guidelines and security policy came from the centre of dictatorial coup remnant in Khartoum.
However, he said that the current security system in the South is geared towards “Doing everything in our [SPLA and all southerners] power to protect the CPAâ€. He explained that this situation should instead encourage policy makers to urgently sit together and devise a security policy for the state.
The question of overlapping roles of the different security organs is also understood from a different viewpoint by the Intelligence strongman. “These are consequences of war, people were divided randomly into prisons, civil service, police and others remained in the army. What is important is that all these persons are SPLA which is the mother unit of allâ€, Deng argued. He said that it is not overlapping of duties, but “Competition for protectionism†because everybody wants to protect the CPA. “We are competing entities in protecting the CPA, that is why you find the army and police interfering with the others work.
He also feared that the widening orientation gap between the security agencies and the local communities they serve “We have not defined the roles and responsibilities of each agency.
