And one more little comment.

The guy admits to breaking U.S. immigration laws.

Regardless of how he was amnestied, did he have to plead guilty to his crime and get a record?

If so, how would he have gotten a DEA clearance to prescribe drugs? Every new MD has to do that.

If not, why not?

I have pointed this out before. One of the worst things about amnesties is that they don't just reward the criminal with U.S. citizenship or residency, they also get more than any citizen would get under some sort of pardon scheme: they never have to admit under oath what they did.

Which means that the next thing you know, you're staring into the face of a police officer who may have been a guy guilty of a laundry list of federal crimes.

Or maybe even a surgeon.

Well seeing as how being an illegal immigrant is actually not a violation of criminal code, no he would not have a criminal record. This isn't making an excuse for illegal immigration, it's simply a technical fact.
