It is a very badly spliced-together job. Notice how it cuts just after the soldier fires (aiming way to high to hit someone's foot at that angle) and then you see the Pali lying on the ground, and there is no blood on his feet.
It's the usual pile of lies.
I also thought the perspective was wrong - how far away is the soldier really...
