While I kinda like your plan (it's very thorough!) I like "Arc-Light" type carpet bombing even better. Bring in the BUFFs, load then up with good old fashioned 500# gravity bombs and then proceed to pound North Waziristan into rubble. Then pound the rubble into gravel. Then commence to turn the gravel into sand. It's the only thing that these people respect, overwhelming ruthless power.
