If they take no action at all, it expires. They have to either let it expire and do nothing, or have a vote to renew it. After shelving 20 some odd bills the Republicans put forward, some with the names of many dems, they “R”’s are not going to let them get away with not voting.

It's nice to see that you two (and doubtless others) have this enduring faith that the Regress, under Bela and Dingy, will play ''by the rules''. You are terminally naive.

There isn't the slightest doubt that, being unable to win a vote on the extension of the OCS drilling ban, right in front of the election, Bela and Dingy will concoct -- whip up out of thin air if need be -- a means of ''passing'' the renewal of the ban without a vote. Remember O'Neill conducting the fastest voice ''vote'' in the entire record of the House 30 years ago? Something along those lines, no doubt.

Doubt me? Fade me -- $20 against a cold beer is the stake.
