Democrats on Tuesday proposed billions in tax increases on businesses and high earners to help bridge California's budget shortfall.
The proposed hikes include rolling back the dependent child income tax credit expanded in the 1990s, creating two higher income tax brackets for the state's biggest earners and increasing corporate taxes.
The long-awaited list of revenue proposals faces near certain defeat, however, as Republican lawmakers have repeatedly said they are unified in their opposition to any tax increases. Approving a budget and increasing taxes requires a two-thirds vote, which means GOP support is mandatory.
"I guarantee you it will be a troubled and very challenged proposal on the Assembly floor," said Assemblyman Roger Niello, R-Fair Oaks, a member of the two-house budget conference committee that finished its work over Republican opposition Tuesday. "After we're done (rejecting the tax increases), we can all go back to square one to figure out how we get a supermajority vote on this budget."
Gov. Arnold Schwarzenegger and state lawmakers have yet to strike a compromise on how to close a $15.2 billion budget shortfall in the $101 billion general fund. The entire budget proposed by the governor is $144 billion, including bond and special funds.
Lawmakers missed a June 15 constitutional deadline for passing a balanced spending plan for the fiscal year that began July 1.
In earlier drafts of the budget, majority Democrats presented plans that called for as much as $11 billion in added revenue. Tuesday's proposals amount to $8.2 billion, plus another $1.5 billion from a proposed tax amnesty plan.
Democrats have proposed before a 2005 move failed to receive a single GOP vote the creation of 10 percent and 11 percent tax brackets for high earners. The highest tax bracket now is 9.3 percent.

Problem that we have is that we have Republician that can run for Governor and articulate the conservative values. All of our Republican politicians think that the governator style of Rino is what the voters want.
We’re the government. All the money belongs to use. We just let you keep some of it. You should fall down on your knees and grovel in thanks that we allow you to keep any of it.
And if we come up with new ideas to spend the money we’ve let you keep in previous years and decide to take more of it away now, well that’s just the breaks. Be sure to continue to grovel.
That’s how they think, folks. Expect this to get worse. not just in California, but everywhere.
BioTech around San Diego looks like it is doing well. Guess the people like the weather and they probably don’t pay much real taxes there. They probably also get free money from the state for stem cell research of some sort. It would be interesting to see the list of companies getting state funding.
The state needs to go broke to break the hold of the public employees unions and the cost of health care and retirement.
Along with most of the counties and cities.
Add the teacher’s union to that as well.
Fortunately, here in CA it takes a 2/3 majority in the legislature to pass a tax increase. The GOP, in the minority, has enough members to keep the libs from passing any new taxes.
They may think its a requirement, but a judge will determine they don't really need that many votes and that a simple majority is the will of the people and the tax increase will occur.
2 or 3 years ago, in either Utah or Nevada a judge actually did that and the 2/3rds requirement is a part of the state constitution! Not just a mere law.

[CA isn't alone. My ijit legislature, IL, is in Special Session too. Working on a budget that's late, though a deadline isn't in our constitution]
Hey Arnie, how about cutting $15.2 billion in expenses to cover the gap. Come to think about it, why not cut $30 billion for good measure. You know there is more crap in that budget than in all the toilets in California.

I sure as sh*t wish they all would hurry the hell up and get the eff out so we could have our state back again. If they move to your state and screw that up, that's tough. Most of them came here from somewhere and they brought those attitudes with them - we didn't grow most of 'em.
Take your gays for example...as in take them back.
