No, I'm saying that I don't think it necessarily implies incompetence that the nurse didn't do a complete gynelogical history on a child who said she had cramps. In most schools, the nurse provides acute care (of a sort; they aren't allowed to give medicines of any sort, even cough drops, at our school), and when the child's last period might have been is rather irrelevant as to whether or not she's having cramps today, unless maybe she'd showed up in the clinic last week also claiming to have cramps.
My point is incompetance of government employees... Are you making the point that govt. are competant?
