Most here can probably tell horror stories about the paper trail necessary to fire someone in any large or medium-sized organization. In the government, at almost any level, it is damn near impossible to rid your department of anyone, even a total incompetent. The only people that leave government jobs are voted out or those who use the government job to train themselves for a more lucrative private sector position. If you can get on the government teat and can live on the money, you are set for life.
