It is very true that American Military bases overseas are considered U.S. soil. It is a somewhat rare occurance but the question remains as to whether he was born in a hospital on the base or in a local hospital. It does happen from time to time that dependants of U.S. servicemembers are sent to local hospitals for various reasons. My daughter was born in Germany while I was in Desert Storm. Because the 97th General hospital in Frankfurt was anticipating a possible influx of wounded due to the war, my wife was sent to a local hospital to give birth. My wife was a German citizen and my daughter currently holds dual citizenship (until she turns 18) as a result of being born in a German hospital.
