Not being sarcastic - this is distinct from countries he simply made non-aggression or other neutrality-type pacts with (like the USSR)?

Yeah. Of Hitler's allies, he didn't move against the Italians until after the armistice with the Allies was announced [and that was after Mussolini was overthrown]; or with Antonescu in Romania until he started secretly negotiating with the U.S.S.R [ditto Horthy in Hungary]. His troops did a fighting withdrawal into Norway when the Finns turned on Germany, and Bulgaria was occupied by the Red Army before Hitler could stop their defection.
