A lot of those dogs are not trained. They're along just for the show and threat value. Cops that'll sic their untrained dog on you will also let you lay there on the street bleeding to death from a hole in your throat.

With all respect, on my local Pittsburgh news tonight (as you can imagine it is a huge story here) several segments were done on the subject of Police Dog Training. It costs about $6,000 per dog to train just the dog and then additional training with their human Police partner.

Pittsburgh Steeler quarterback Ben Roethlisburger has, thru his foundation, donated over a one hundred thousand dollars to local PD here in PA and in OH to help small, economically challenged areas have Police k-9s for their PDs. A question was posed, would the dog have mauled or killed Mr. Jackson, the answer given...no he (the dog) would 'stand down' when the command was given.

Hmm, so the dog would not have attacked the man except on order of the cops ~ so that's what they ordered. The dog didn't just alert and then jump out on its own.

Now, let's ask on what basis the cops then directed the dog to attack?

They say the guy had a gun. Others present on the scene say he pulled the gun out AFTER the dog was ordered to attack him.

If the cops had no justification for ordering the attack, then the man's actions were justifiable self-defense. If the cops had a justification for ordering the attack (e.g. guy has gun), then we have to ask how well trained they were to to have ordered their expensive unarmed dog to attack an armed man instead of shooting or threatening to shoot him themselves.

The conclusion is that the cops acted unlawfully, or they acted inproperly ~ I don't think they are winning this one.

It's much better for the cops if the dog just leaps out on its own and attacks the guy. Then it's all an Act of God and just one of those things.
