They shouldn't be, as it is obvious that they have a better grip on weapon safety than the chief did. Is their state "shall issue" or do the local chiefs have power over the weapons permit process? I think it's possible that these 2 are "disgruntled" because the police department tried to lean on them to keep them quiet about the incident.
