There is an urgent requirement to understand the custodial behaviour of this group of offenders and its potential impact on other prisoners, the paper says.
Last year jail watchdogs gave warning of the effect of an influx of rival groups schooled in gun and gang culture.
There are more than 130 terrorist prisoners in England and Wales, including 113 category A prisoners. A Whitehall document released in November said that the number of terrorist prisoners is projected to rise to 1,600 by 2016-17.”

Iraqi Army Brigade unilateral operation nets al-Qaeda in Iraq, sizeable cache

KIRKUK, Iraq The 15th Iraqi Army Brigade detained 12 enemy personnel during an intelligence-driven operation in Hafriyah, southeast of Kirkuk, Iraq, March 31.
During an IA brigade unilateral operation, Iraqi Army soldiers conducted a cordon and search to capture or kill the Al Qaeda in Iraq cell responsible for the March 23 attack on 3rd Battalion, 15th Iraqi Army Brigade, 4th Iraqi Army Division.
The 15th Iraqi Army Brigade also discovered a cache during the operation that contained 400 30mm rounds, 83 57mm rockets, seven propane tanks, six blocks of C-4, 25 250-pound bombs and five 130mm projectiles as well as numerous small arms weapons and bomb-making materials.
The safety of the Iraqi people depends on how fast CF and IA find these caches and thus far they have proven very efficient and effective at doing so, said Maj. Dan Meyers, a U.S. military spokesman in northern Iraq.

WARDEN MESSAGE: REBELS ENTER EASTERN CHAD
U.S. Embassy NDjamena issued the following Warden Message on April 1, 2008:
On April 1, 2008, the Prime Minister summoned the diplomatic corps to issue a statement demanding that the Sudanese stop its aggression into Chad. The government of Chad was particularly concerned about reports of an attack in Ade, 68 kilometers from the Chad/Sudan border. All Americans in Chad should be prepared to implement their personal evacuation plans on short notice and are reminded that the U.S. Embassy can not guarantee the same options and level of evacuation assistance that existed in February should the situation again deteriorate.
Separately, the Department issued its revised Country Specific Information for Chad to update sections on Country Description, and Medical Facilities and Health Information.
American citizens outside the country are advised not to travel to Chad, in accordance with the latest Travel Warning for Chad. American citizens are strongly encouraged to register at the Embassys consular section on Avenue Felix Eboue, or by Internet at https://travelregistration.state.gov. Office hours for American citizens are Monday through Thursday, 8:00 a.m. to 4:00 p.m., and Fridays from 8:00 a.m. to 12:00 noon. If you have previously registered but have changed any contact information, please be sure to notify the Embassy promptly of any changes. Visa services have been suspended until further notice, but American citizen services are available. American citizens who decide to remain in Chad should closely monitor news media and the U.S. Embassy’s website. American citizens in Chad are urged to keep family and friends in the United States apprised of their whereabouts. Explosive Materials Found in Man’s Luggage at Orlando Airport

ORLANDO, Fla. A man was detained Tuesday at Orlando International Airport carrying materials in his luggage that could have been used for an explosive device, the FBI said on Tuesday.
Jamaican national Kevin Brown, 32, planned to board Air Jamaica flight 80 to Jamaica, until he was questioned by airport authorities, the FBI said in a statement.
A subsequent search of Browns checked baggage by airport authorities revealed two galvanized pipes, end caps, two small containers containing BBs, batteries, two containers with an unknown liquid, laptop, and bomb making literature, according to the FBI.
According to MyFOXOrlando.com, several ticket counters in the area were closed and a portion of the terminal roped off while members of the bomb squad searched the Brown’s bags. He was taken into custody and turned over to the FBI.
A total of 11 flights were delayed including the Air Jamaica flight Brown originally planned to fly. After passengers were re-screened the flight was able to depart for Montego Bay about two hours late, MyFOXOrlando reports.
The TSA confirmed that a bomb squad was at the scene.
U.S. Rep. John Mica, a Florida Republican who was briefed on the incident, said, “He did have within his luggage components of materials that could have been used for an explosive device.”
Mica says Brown possessed “some components where some serious damage could be done.”
The outstanding thing about this, Mica told MyFOXOrlando, is mechanisms which were put in place that were shifted out to a behavior analyses program. Based on the initial information I have is it appears that this worked very well in detecting someone who did pose a threat.
Mica would not go so far as do call the incident a terrorist act. He did however say that it was very disturbing.
From what I understand, Mica said. And what was described, if its confirmed, this posed a very serious threat to aviation security.

VIENNA, Austria Diplomats say that China has given the U.N. nuclear watchdog intelligence linked to Tehran’s alleged attempts to make nuclear arms.
The development is surprising because Beijing, along with Moscow, has opposed U.S.-led attempts to impose harsh penalties on Tehran over its nuclear defiance of the U.N. Security Council. The diplomats spoke to The Associated Press earlier this week and Wednesday. They asked for anonymity because their information is confidential.

The withdrawal of Mookie’s Sadr forces does seem to have a down side - that is that the Iraqi isn’t quite ready to challenge its more significant opponent and take it down with overwhelming power - at least not with out a bloody, drag out battle. However, the quick application of Air power turned the tide. Now just have to rebuild the character of the Iraqi forces so they don’t buckle under agressive defensive measures Sadr’s forces were able to bring.

LONG BEACH, Calif. A cargo container inscribed with the words Anthrax a gift from Osama on Wednesday caused the closure of an area near the Port of Long Beach as officials prepared to search the item, the Press-Telegram reports.
The Long Beach Fire Department, U.S. Coast Guard and Long Beach police were on the scene and keeping people away from the area as hazardous materials crews got ready to inspect the suspicious container, Fire Department Battalion Chief Frank Hayes said in the story.
A security guard noticed the writing on the container, which was being carried by a non-English-speaking driver who had picked it up and allegedly opened it, finding no cargo inside, the story says.
They are saying it is an empty container.
