Does anybody know what deregulation of the banking industry they are referring to here?

I should have been clearer with the question I posted above. I’m not referring to “... the deregulatory process (that) was completed with passage of the Interstate Banking and Branching Efficiency Act of 1994” but with the deregulation they say occured during the Bush administration. It seems to me that this is another case of blame Bush for everything.
